Since 2010,the Ministry of Education and the Ministry of Finance have implemented a "national training plan"("National Training Program" or "National Training")aimed at promoting the quality of primary and middle school teachers,particularly rural primary and middle school teachers.What's more,using the network platform to develop distance training for rural teachers who are in the central and western regions is an important form of the project and its key content.With the advancement of the project,the Ministry of Education has proposed a combination of network training and offline training and practice,and promoting teachers to learn,practice,and improve.Then,how to improve the quality of teachers' blended learning is an important issue that we face.This study takes the teachers who participated in the "National Training" teacher network training of Ningxia as the research object.Taking the Ningxia A city network training project as an example,through the literature research method,field research,interviews and other methods,the author analyzes the status quo of teachers'blended learning quality.From the theoretical level,the connotation of teacher's blended learning is defined,the comprehensive status quo investigation and theoretical definition are defined,and the blended learning quality assurance system for primary and middle school teachers is constructed.Firstly,the questionnaire was designed to conduct in-depth research and field interviews on the status of online learning quality of primary and secondary school teachers,and to analyze the survey results,to summarize the current teacher professional knowledge update and skill improvement,blended learning methods,and blended the emotions and attitudes of learning,the factors that influence the teacher's blended learning effect,the main obstacles,and the training methods that teachers prefer.Secondly,combining with the research results,review and analyzing the relevant literature,and answering the theoretical level of what is distance learning quality,distance learning quality assurance,teacher distance learning quality and its guarantee,blended learning,and the quality of teachers' blended learning and the teachers' blended learning quality assurance system is conceptually defined.Thirdly,according to status survey and theoretical definition,the online quality assurance(distance institution)and offline quality assurance(school,local education departments)build teachers' blended learning quality assurance system together,and from the dimension of why,learn what and how to do,then each dimension starts from who will guarantee,guarantee what,and how to ensure,which is discussed in detail.Finally,the effectiveness of the teacher's blended learning quality assurance system is analyzed,and the effectiveness and practicality are analyzed.The teachers' blended learning quality assurance system constructed in this study has certain theoretical and practical reference significance for the overall quality assurance of the blended learning of primary and middle school teachers and the effective development of teachers,blended learning.
