In Britain, the education system in England, Scotland, Wales and the Northern Ireland are relatively independent. The British Department of Education is mainly responsible for the education matters in England, except the other three. They are organized by their own government, namely, the Scottish Government, the Welsh assembly Government and the Northern Ireland Executive. The education system of England, wales and Northern Ireland are suitable for the education policies and regulations promulgated by ministry of education. The Scottish education is quite different from the other three, and it isn’t intervened by the center government. In this article, the research of the British teacher quality guarantee system regards the education in England as the main research object. It includes the quality assurance agency system of teachers in England, the teacher education and training system, the teacher evaluation system. In the end, it gives out the prominent characteristics of British teacher quality guarantee system, and put forward constructive Suggestions for Chinese teacher current security system and the suggestion.The thesis has five parts,and the first three parts.The first part of the thesis introduces British primary and secondary school teacher quality assurance mechanism from the central and local levels aspect, and teacher quality assurance certification institutions and training institutions in detail. The second part mainly analysis the cultivation of the pre-service teachers, the selection of new teachers and the professional development of in-service teachers. It aims to focus on the British primary and secondary school teachers’ education and training system. The third part of the thesis introduces the British primary and secondary school teacher quality assessment system, including the quality evaluation criteria and evaluation methods. Then it assesses the British primary and secondary school teacher quality assurance assessment system to make sure if the teacher quality assurance assessment system is reasonable. According to the report released, the fourth part concludes the characteristics of British primary and secondary school teacher quality guarantee system of guarantee agencies, security policies and quality assessment study. The last part gives out the suggestions to Chinese teacher quality assurance system on the basis of grasping the British primary and secondary school teachers.By combing thorough researching the British primary and secondary school teacher quality assurance agency system, teacher education and training system, and the teacher evaluation system, it summarizes the characteristics of overall teacher quality assurance system. It can be found that the Britain has gradually formed the systematic of teacher quality guarantee system, the combination of macro management and micromanagement evaluation system. And it could provide useful mirror for our country to develop reasonable teacher education quality guarantee system.
