Nowadays,the world's urban population shows the trend of rapid growth.With the accelerating urbanization process,urban social governance work meets a huge challenge.As an important foundation to realize learning society and bearing the social function of urban governance,it is inevitable for learning city construction to become the strategic choice of urban development.In 2014,the Opinions on Promoting the Construction of the Learning City,issued by China's seven ministries,firstly put forward the phased goal of learning city construction in our country,which promotes many cities to list the goal of constructing learning city in urban development planning and also to ask for more valuable practice experience of learning city construction.Thus,it truly has long-term significance for learning city to carry out the social governance function and strive for urban sustainable development.This paper establishes the research and analysis framework with the guidance of social governance theory,and chooses four UNESCO awarded learning cities as research cases,Beijing in China,Espoo in Finland,Namyangju in South Korea and Melton in Australia.Through the case study method,multi-cases comparison study method and literature research method,it mainly discusses and analyzes the similarities and individualities of the four learning cities practice in order to summarize their excellent experience,which may give important enlightenment for learning city construction in China.In the first part,this paper firstly makes a brief introduction of the research background,purpose and significance.Then,it mainly focuses on the detailed literature review on the related research of learning city and social governance theory at home and abroad,so as to find the coherence point between social governance theory and learning city construction,to select the suitable research methods and routes,and to imagine its possible innovative points.In the second part,this paper firstly introduces three development stages of learning city.Secondly it defines and sums up the connotation and characteristics of “learning city” and the core concepts of social governance theory,“governance” and “social governance”.Then,it sets up the analysis framework of learning city construction,guided by the “polycentric governance theory”.The framework is to analyze the four cases in four perspectives,construction goal,the participant,establishment method and construction process.As the theoretical basis,this part determines the basic direction of the following research and analysis dimension.In the third part,given the diversity of the excellent experience of learning city construction in different regions of the world,in order to detect effective ways for multiple groups to participate in the learning city construction,the paper,starting from the micro level,selects Beijing,Espoo,Namyangju and Melton as study cases,and then does detailed comparison and analysis of them in the above four perspectives,illustrating the similarities and individualities of the four learning cities practice from the perspective of the social governance.In the fourth part,in view of our national situation,with reflection on the above similarities and individualities,it is concluded with some important enlightenment points of learning city construction in the following aspects,such as the selection concept,development goals,concentration objects,establishment method,construction process and so on: Learning city development trend should be sustainable development;Learning city's participants should be collaborative and their relationship had better be dominated by the government;Learning city construction approachs should be multiple to guarantee the effective operation of the construction work;Learning city construction process should be interactive to realize the organic cohesion and high coordination of each link;Learning city selection concept should reflect both individual needs and social needs;Learning city should pay attention to all kinds of people;The general principle of learning city construction should be to promote legal construction on lifelong education and learning;Learning city evaluation should lay emphasis on the comprehensive and authenticity of the monitoring data and information.Finally,this paper does profound reflection and summary on such research,and puts forward personal outlook for the subsequent study,including the deficiency of this research and further research direction.
