Since the reform and opening up,Xinjiang's economy has grown rapidly,but the existing regional industrial structure is not reasonable,affecting the further healthy development of Xinjiang's economy.Human capital is the key to promote the upgrading of industrial structure.Xinjiang should strengthen the research on human capital and seek ways to promote the upgrading of industrial structure in different regions.Therefore,based on Xinjiang's regional conditions,this paper studies the impact of human capital on the upgrading of industrial structure in various regions of Xinjiang.The analysis of the impact of regional human capital stock,distribution structure and internal structure on the upgrading of industrial structure is of great practical significance to promote the upgrading of industrial structure and the further sustainable development of Xinjiang's economy.Firstly,this paper analyses the current situation and existing problems of human capital and industrial structure in Xinjiang,northern Xinjiang,Eastern Xinjiang and southern Xinjiang.On this basis,using panel data model,this paper makes an empirical analysis of the impact of human capital on industrial structure upgrading in the three regions from 2001 to 2017.Finally,in view of its research conclusions,this paper puts forward relevant countermeasures and suggestions to promote the upgrading of industrial structure from the perspective of human capital.Through the research,this paper draws the following main conclusions:Firstly,through the analysis and comparison of the current situation of human capital and industrial structure in Xinjiang and other regions,it is found that there is still a certain gap between the level of human capital in Xinjiang and the national average level,and the development of human capital in different regions of Xinjiang is unbalanced,the level of human capital in North Xinjiang is higher than that in East and South Xinjiang;from the perspective of human capital distribution and internal structure,the fairness of human capital distribution in Xinjiang is relatively high.The distribution and internal structure of human capital in northern Xinjiang are better than those in eastern and southern Xinjiang.From the perspective of industrial structure,the level of industrial structure in Xinjiang is gradually rising,and the gap with the national average is narrowing.Regionally,the level of industrial structure in northern Xinjiang is better than that in eastern Xinjiang and southern Xinjiang.Although the industrial structure pattern of "three,two and one" was realized in 2016,the proportion of primary industry in Southern Xinjiang is larger than that in northern Xinjiang and Eastern Xinjiang,and close to that in northern Xinjiang and Eastern Xinjiang.Double the proportion of industry.Secondly,based on the panel data of Xinjiang from 2001 to 2017,this paper uses multiple linear regression model to analyze the impact of human capital on the upgrading of industrial structure.It is found that improving the stock of human capital,balancing the distribution structure of human capital and optimizing the internal structure of human capital can promote the upgrading of industrial structure,and balancing the distribution structure of human capital on the industrial structure.The impact of upgrading is the most significant.Regionally,upgrading the stock of human capital,balancing the distribution structure of human capital and optimizing the internal structure of human capital have the most significant impact on the upgrading of industrial structure in southern Xinjiang.The empirical results also show that upgrading the relative index of fixed assets investment and expanding the level of foreign trade can promote the upgrading of industrial structure in all regions of Xinjiang.
