In the new stage of development,how to improve China’s education level,enhance the quality of human capital,and accelerate the upgrading of industrial structure are still the focus of national attention.With the rapid economic development,the central and local government expenditure on education has increased significantly,which to a large extent can improve the overall level of education in China,accelerate the advancement of human capital.China is in the critical period of industrial structure upgrading,and its development is also facing various pressures.At the fifth Plenary Session of the 19 th CPC Central Committee,General Secretary Xi Jinping emphasized the need to speed up the development of emerging and innovative industries and promote the upgrading of industrial structure,while human capital is an important factor affecting the industrial structure.At the Central Talent Conference,General Secretary Xi Jinping proposed to strengthen talent training and optimize the talent structure.At present,the regional human capital stock has certain differences,and because the regional economic development,the education resources,the difference of geographical position and the distribution of human capital structure is not balanced phenomenon,individual also because talent,level of education,personal ability and other reasons,led to the internal structure of different human capital.In this case,this paper mainly from the theoretical and empirical perspective,through the origin of human capital thought and theoretical development,the evolution of industrial institutions is summarized,and on this basis,the establishment of index evaluation system and Panel sill regression model,analyze the impact of human capital on the upgrading of industrial structure.This paper firstly combs and summarizes the literatures of domestic and foreign scholars.Secondly,the definition of the concept and analysis of the mechanism of action.After defining the connotation of human capital,industrial structure and industrial structure upgrading,the origin and theoretical development of human capital thought and the evolution of industrial structure related theories are sorted out,and the mechanism of human capital on industrial structure is analyzed on the basis of this theory.Thirdly,the present situation of human capital and industrial structure in China is described and analyzed,and the problems existing in the development process are put forward.Then,explain the stock of human capital,the distribution structure and internal structure of human capital and the measurement method of industrial structure upgrading,to empirically analyze the impact of human capital on industrial structure upgrading.Based on the panel data of 31 provinces and cities in China from 2004 to 2020,this paper constructs the threshold model for empirical analysis and draws the following conclusions: From a national perspective,when the stock of human capital is greater than the threshold value 11.1225,human capital plays a significant role in promoting the upgrading of industrial structure.When the distribution structure of human capital is greater than the threshold value of 0.1540,its effect on the upgrading of industrial structure is weakened.When the internal structure of human capital is greater than the threshold value of 0.3013,the upgrading effect of the industrial structure is enhanced.By region,the eastern human capital has a significant role in promoting industrial structure.The effect of human capital on industrial structure is relatively weak in central,western and northeastern regions.Finally,in view of the problems existing in the development process and empirical conclusions,the following five suggestions are put forward:Change the traditional education mode and train excellent talents for the upgrading of industrial structure;Increase capital investment and accelerate the cultivation of innovative talents;Adjust industrial structure upgrading strategy based on human capital;Improve the liquidity of human capital and strengthen the implementation of talent policies;Deepen the reform of talent policy and create a good talent environment for the upgrading of industrial structure. |
