Since the popularization of higher education,the scale of China's talent cultivation in universities has become larger and larger.However,there is a clear gap between the quality of talent cultivation and the needs of economic development.The structural contradiction between the "difficult employment" of college students and the "labor shortage" of enterprises has become more and more prominent.The shortage of application-oriented senior specialists has seriously hindered the transformation of China from "a big manufacturing country" to "a powerful manufacturing country".In the final analysis,this contradiction is caused by the inconsistency between the speciality structure and the change of labor market demand,which is highly isomorphic with China's economic development.Therefore,this research draws lessons from the regulatory thinking of supply-side reform in the economic field,which can urge local newly-established university oriented in application-oriented undergraduate education into setting up and adjusting speciality to improv the quality and efficiency of supply of application-oriented senior specialists.Based on the above understanding,this paper selects 13 local newly-established universities in Jiangsu Province as the object of investigation and tries to explore the optimum way to set up and adjust speciality of local newly-established university from the perspective of supply-side reform by quantitive analysis,literature research and other methods.Through quantitatively analyzing several indicators such as the establishment of subject and speciality categories,the layout and distribution of speciality and so on,this research finds out that the local newly-established university's troubles of speciality are mainly manifested in the following aspects such as the greedy specialty setting,the rapid growth of low-cost speciality,the serious homogenization competition,the unclear speciality features,the disconnection between specialtiy setup and the needs of local economic development,the unreasonable speciality layout,the difficulty in highlighting the effect of speciality cluster and the inadequate construction of specialty connotation,which are caused by three main suppliers of higher education,including government,society and universities.As for the government,the administrative power of government has caused shocks to the autonomy of speciality setup in university.In addition,there are other problems such as the insufficient supplies of laws and funds,the lack of effective evaluation system of speciality and the predictability of speciality's prospects.As for the society,first,the enterprises and industries have weak sense of participation.Second,the feedback of socialdemand for talents is lagging behind.Third,the support of social funds is insufficient.As for the university,there are many problems in local newly-established university such as lack of orientation consciousness,deviation of value orientation and the weaken quality ideas.In order to further improve the quality and efficiency of supply of application-oriented senior specialists,based on the analysis of the professional dilemma and its causes of local newly-established university,this research reasonably absorbs the experience and lessons from German University of Applied Sciences and the undergraduate courses in China after the reform and opening-up.Generally speaking,the following principles should be followed in the speciality setup and adjustment of local newly-established university such as the principle of adaptability to serve local social and economic development,the principle of foresight,the principle of harmonious development of scale and benefit,the principle of distinctive differentiation and the principle of sustainable development in coordination with discipline construction.Under the guidance of these principles,three main suppliers of higher education,including government,society and universities should work together.Specifically,at the government level,this paper suggests defining the government power,standardizing the role of the government,implementing the autonomy of university,establishing a forecasting and early warning mechanism for the supply and demand of talent and specialty setup and establishing a comprehensive quality management system.At the social level,this paper suggests that the role of social intermediary organizations,enterprises and other employing units as well as other social forces should be fully into play in specialty setup and adjustment.At the University level,this paper suggests adhering to the scientific and reasonable orientation of running a school,establishing the early warning and withdrawal mechansm,improving the adaptability and coordination between speciality and industry,cultivating characteristic speciality to form cluster effect and strengthening the construction of speciality connotation.
