Public employment services promote market supply and demand matching which is an important means for the government to increase employment."Internet + public employment service" is the requirement of innovative employment services in the new era,and also the development trend of public employment services.Under the background of large data,the internet and public employment services accelerates cross-border interconnection.Information technology has changed the traditional service model which is both an opportunity and a challenge for the development of Dalian human resources market.Data technology and large data thinking provide more opportunities for public employment services,but the real integration of large data and public employment services still has a long way to go.With the continuous deepening of the political system reform and the extensive application of information technology,many problems have been exposed in the development of Dalian human resources market,such as unclear function position,single publicity means,low level of information construction and so on.These problems restrict the development of Dalian human resources market.This paper takes the present situation of Dalian human resources market as an example,which is divided into four parts to optimize the public employment service of Dalian human resources market.Firstly,the paper introduces the background and significance of the topic and defines the relevant concept and summarizes the research status of public employment services at home and abroad.The paper uses literature reviews,questionnaires and other forms with the combination of Dalian human resources market to optimize the study.The second part takes the present situation of Dalian human resources market as an example and makes the thorough analysis of the existing problems in the Dalian human resources market.Then,referring to the development model of western developing countries,pairs Shanghai and combines with the large data background.The optimization scheme design of public employment services in Dalian human resources market is put forward and its feasibility will be demonstrated.The last part,based on the large data background,from the ideological guarantee,system guarantee,technical guarantee,financial support to human resources guarantee,formulates the safeguard measures to optimize the public employment services of Dalian human resources market.Guided by public goods theory,public-private partnership theory,and user experience theory,this paper puts forward a scheme to optimize the public employment services in Dalian human resources market,expecting to explore a new way to integrate the public employment services with the large data,and provides a meaningful exploration for government decision-making and supervision.
