Government's purchasing school degrees from private schools is one of the measures taken by the government to buy educational services.Government's purchasing educational services means the transformation of the governmental functions.In order to improve the public educational services for migrant children,the government has adopted a way of purchasing educational services.The government will allocate fiscal money to buy compulsory education degrees from qualified private schools,which is an action showing the government's function to provide public educational services.The educational head department of the municipal government of Dongguan City is responsible for guiding work for relevant departments to buy compulsory education degrees,and for the unification and coordination within relevant departments.The department of Education Administration is responsible for the organizational work and managing the allocated money that is stipulated by the fiscal department for the degree purchasing process.The fiscal department is responsible for the budget,money allocation,and administrative work for the degree purchasing process.For private schools,their main responsibility is to keep a good record of the registered enrollment information of the students who have bought degrees in the degree administration system,and report the record to the upper level timely.These students can only be the migrant children who have been enrolled on the basis of points.Parents can apply for a degree according to the steps of points-based enrollment procedure of Dongguan City.Dongguan City repealed the points-based household registration system and lifted some household registration requirements.So there will be more students getting enrolled as a local student,and fewer points-based degrees in public schools.On the basis of public product theory,this study has evaluated,by taking Dongguan City as an example,the outcome of boosting compulsory education equalization by government's purchasing degrees from private schools,and come up with some solutions for relevant problems.The author has theoretically analyzed the difference between supply and demand for educationalservices of Dongguan City according to the research background and situations from home and abroad.Also,the author has deeply known,by considering the executive outcome of the degree purchasing of Dongguan City and combining the real public school work experience and latest data released by the government,the migrant children enrollment situation of Dongguan City and the needs from both teachers and parents of primary schools in Dongguan City,analyzed the policy feasibility and people acceptance,and found out some problems: excess bought degrees,imbalance of the development for private schools,defects existed in relevant laws and regulations,poor execution of policies,and lack of effective assessment and supervision.The author has analyzed the problems existed in the degree purchasing process in all respects,and studied the status quo and development of compulsory education equalization of Dongguan City.At last,the author has come up with several suggestions about improving the degree purchasing process: complete relevant laws and regulations about the administration of the degree purchasing of Dongguan City,and improve the tough situation for migrant children enrollment;reform the government administration,clarify the government functions,and work on building a service-oriented government;enhance the administration on private schools,and establish effective responsibility and supervision mechanism;strengthen the policy execution ability of the government,and complete the degree purchasing system;establish a fair and efficient fiscal allocation mechanism to practically help migrant children with their school enrollment;increase the support for private education and the salary for teachers working for private schools;boost the development of high-quality education by encouraging competition;enhance the supervision over private schools and support for their development.
