Under the economic globalization and the promotion of China's economic restructuring and the in-depth advancement of supply-side structural reforms,the demand for applied talents in various fields such as new energy,new materials,and new technologies in China has grown rapidly.For a long time,our country's higher education is government-led,and the specialization of colleges and universities and the adjustment of enrollment plans need to be approved by educational administrative agencies.Colleges and universities have adjusted their professional and enrollment plans in accordance with the needs of social development.Talented colleges and universities have some problems in the mode of running schools and internal management.In macro terms,the administrative power of the government and the autonomous training of applied talents in universities are out of balance.Under the existing system,the running of universities is still a planned mode of running schools.There is a serious dependency relationship between the universities and the government,and the independence of the cultivation of applied talents is insufficient.The atmosphere of diversified participation in talent cultivation has not yet taken shape,and the enthusiasm and initiative of the society and market players to participate in the cultivation of applied talents in universities are low.From the microscopic point of view,in the training of applied talents,there are some problems in colleges and universities,such as: the training objectives and social needs are isolated,discipline construction,professional settings and the market out of line,the teaching model does not meet the application of personnel training,teacher team construction Not meeting the requirements of the development of the situation,and so on.Talent cultivation in colleges and universities must face the needs of social development and the needs of students growth,give full play to the positive role of the government,and reflect the interest demands of many subjects such as universities,students,and social organizations.This dissertation attempts to rationally consider the macro management and micro implementation of applied talents in universities from the perspective of new public management on the basis of the research results of existing scholars.The paper analyzes and studies the training models of applied talents in universities in western countries such as Germany,the United States,and Japan,and compares and analyzes the training models of applied talents in universities in China,and combines the actual needs of the cultivation of applied talents in China,according to the new public management theory.Intrinsic logic reconstructs the training model of applied talents in universities in China: at the macro level,it changes government functions and strengthens the government's service functions;it enhances the enthusiasm of colleges,students,and social organizations to participate in the cultivation of applied talents,and builds governments,universities,and companies.A New Model of Multi-Agent Cultivating Applied Talents.At the micro level,the university will improve the professional settings,curriculum settings,teaching modes,and faculty development required for the cultivation of applied talents in colleges and universities,establish a rational and perfect new mechanism for the cultivation of applied talents,and explore new ideas for the cultivation of applied talents in universities in China.
