Construction of educational power and talent are our major strategic power.In the report of the Nineteenth National Congress of the Communist Party of China,it was clearly put forward that "promoting the integration of urban and rural education and attaching great importance to rural compulsory education".The 2018 government report,Premier Li Keqiang stressed the need to narrow the urban and rural areas in particular,regional disparities school,to further improve the overall quality and efficiency of education and lay a solid foundation for building a well-off society.Balanced development of compulsory education is the inevitable choice to achieve a fair,equitable education is an important foundation for social justice,universal nine-year compulsory education has been fully completed,consolidating after years of development,compulsory education has made great progress.For a long time,the imbalance of economic development and the urban-rural dual system,the imbalance of compulsory education resources allocation and the uneven development of education quality have become more and more prominent.This phenomenon has been widely discussed by scholars,and the issue of balanced development of compulsory education has been raised and attention.The main research contents are as follows: Firstly,the work and achievements in promoting the balanced development of compulsory education in Wuhan are summarized;secondly,a large number of literature and research data are consulted to illustrate the problems existing in the balanced development of compulsory education in Wuhan: unbalanced allocation of teachers,unbalanced inter-school conditions,large gap in educational investment;secondly,from the urban-rural dual system.The reasons are analyzed from three aspects: system structure,system and management system,and backward concept of social education.Finally,based on the experience of promoting the balanced development of basic education at home and abroad,the principles and Countermeasures for the balanced development of compulsory education in Wuhan are put forward.This study adopts the methods of literature research and investigation research.On the basis of consulting a large number of documents and materials,the literature research method clarifies the theoretical basis of balanced development of compulsory education and the index system of balanced development of compulsory education,consults various statistical yearbooks and relevant government websites,collects relevant data,and provides detailed arguments for the writing of the paper.By using the method of investigation and research,this study has made a targeted survey of 7 schools in Wuhan and visited 3 schools.Three samples are set by typical representative,namely,the sample of central urban area,the sample of county government location and the sample of rural area.Combining with the need,a questionnaire was designed to obtain the data of the teaching staff and teaching conditions of the school,and the supporting data were obtained for the development of the research.Finally,some suggestions and strategies are put forward for the balanced development of compulsory education in Wuhan: first,to continue the construction of modern schools to narrow the regional and inter-school gaps through project construction;second,to increase financial input;on the one hand,to tilt education funds to rural areas,to unify the standard of public funds for compulsory students in the whole city,and to improve rural areas.On the other hand,we should improve the treatment of rural teachers in weak areas,implement a unified standard of treatment for teachers in urban and rural areas,and adopt a weak compensation mechanism to grant subsidies to rural teachers.Thirdly,we should speed up the construction of informatization and intellectualization in weak schools,and use informatization to improve the educational management level of weak schools.Teachers' information ability and information literacy should be utilized to improve the quality of education and teaching in rural weak schools by using the high-quality educational resources of Wuhan Education Cloud Network Platform.Fourth,we should strengthen the construction of teaching staff.On the one hand,we should introduce measures to introduce excellent talents so that rural teachers can enter,stay and teach well.We should establish a teacher rotation system and strengthen the municipal areas.On the other hand,to improve the quality of principals and management teams in weak schools,good headgeese and teams can run high-quality schools.Fifthly,to encourage and support the development of private education,private education is a useful supplement to public education,which can make up for the shortcomings of public education and make high-quality resources more effective.Wider and fair benefits to the masses.
