Balanced education is an important foundation for educational equity. At this stage, the government promoting the balanced development of compulsory education is the basic work to protect the education fair. After2000nationwide basic "two basics", the problem of balanced development of compulsory education has gradually become the focus of attention, and the balanced development of compulsory boom is off. Balanced development of compulsory embodied in the value for the pursuit of equality, fairness, reflected from a policy perspective for the allocation of resources. Ethics point of view, combined with the realities of China’s development of compulsory education around "the connotation of balanced development of compulsory education, the status of China’s development of compulsory education imbalances, the reasons for the imbalance of compulsory education, and promote the balanced development of compulsory education" four issues in turn discussed. The full text is divided into five parts:Part Ⅰ:described the research background, on the relevant literature to sort out and explain the research methods.Part2:analysis of the balanced development of compulsory connotation and ethical basis for the theoretical support of further discussion.Part3:analyze the value-oriented and specific strategies to promote the balanced development of compulsory education in developed countries.Part4:from the vision of educational fair analysis of the imbalance of China’s development of compulsory education:the deviation of value-oriented investment policy, the household registration system, education system and other factors. And analyze the status of Chinese development of compulsory education imbalance between urban and rural area, inter-school, education funding, school conditions and teacher level as the point of view, revealing the gap between Chinese develop of compulsory education.Part5:established the scientific value of Chinese balanced development of compulsory——"basic, comprehensive, universal" and the government responsibilities which including advancing the balance of public services, increasing investment in education, the rational allocation of resources, improving the legal protection.
