Since the 21 st century,with the deepening of the integration of the EU and the affirmation of the value of sports at the ER level,the sports policies of the EU and its member states have undergone a series of changes,and the policies and initiatives on the reform of school sports at all levels and of all kinds have been issued,making the school sports PE curriculum of the EU member states get considerable development.This study starts from the evolution of school sports policies in the EU,combines the characteristics of physical education,systematically sorts out the objectives,the contents,the students' learning evaluation,the concept of PE curriculum and physical education teacher development of primary and secondary schools in the EU member states by referring to the text of school sports policies of EU,EU official website of school sports,various sports organizations,relevant websites of school sports of EU member states,as well as Chinese and foreign literature.Through the combination of the whole research and cases study,and the unification of history and logic,this paper makes a comprehensive analysis of the history and current situation of PE curriculum in schools of EU member states,explores the characteristics of PE curriculum in primary and secondary schools of EU member states,compares the similarities and differences between PE curriculum in Chinese schools and those in EU schools,and finally puts forward beneficial reference for the reform of PE curriculum in Chinese schools.The research finds that the important educational and social value of physical education has been continuously affirmed by the EU since the 21 st century.With therecognition of the value of physical education and the implementation of the key competence of OECD lifelong learning,the EU school sports organizations have actively promoted the status of school sports curriculum and promoted extracurricular sports activities.The curriculum objectives of EU member states show the characteristics of focusing on the core literacy of curriculum goal setting.From the perspective of physical development,individual development and social development,the curriculum goals set by each country correspond to the concept of self-development and social integration advocated by the core literacy.The curriculum content highlights the rationality and diversity of sequence and cohesion,pays more attention to the fairness of education for disadvantaged groups,pays more attention to health education,actively explores the interdisciplinary mode,and pays more attention to the value of extracurricular activities,thus forming the external linkage mechanism.The curriculum evaluation pays attention to its relevance and internal connection,and pays attention to the rationality and accuracy of evaluation methods.The present situation of PE teachers in EU member states shows that they attach importance to the initial education of teachers,pay attention to the continuing education of teachers,pay attention to the flexibility and diversity of qualifications and the close correlation of the curriculum of continuing education of teachers.The concept of the curriculum shows the characteristics of promoting the generation of students' key competencies.According to the research,China should learn from the successful experience of the European Union,and promote the core literacy of the curriculum objective dimension in the aspect of PE curriculum reform,and make clear the focus;To enhance the interdisciplinary health curriculum and promote the formation of students' physical literacy;Strengthen the longitudinal connection and internal consistency of the curriculum content;Improve the rationality of course evaluation method;Enhance students' sense of participation and gain;Implement the participation of students in extracurricular activities,and gradually form a social linkage mechanism;To ensure teachers' vocational continuing education opportunities and the quality of CPD courses.
