| Preschool education is the beginning of lifelong learning,an important part of the national education system,and belongs to the public welfare undertakings.Running pre-school education well lays a solid foundation for every child’s lifelong development,and is of great significance to improving the overall quality of the people and cultivating new people of the times.But for a long time,preschool education is still a weak link in all kinds of education at all levels,mainly manifested in the shortage of educational resources,serious shortage of financial investment,backward construction of teachers,imperfect system and mechanism,some places "difficult to enter the garden,expensive to enter the garden" and other issues.The development of private preschool education has effectively alleviated the contradiction of insufficient preschool education resources,but at the same time,there are some problems such as inadequate management,insufficient investment,unstable teaching staff,and the tendency of "primary school" curriculum.In order to ensure the healthy and sustainable development of private preschool education,private preschool education itself or the preschool education market can not solve these problems at all.The government Help and support are essential.In 2010,"Some Opinions of the State Council on the Current Development of Preschool Education" proposed that,while vigorously developing public kindergartens,private kindergartens should be "actively supported,especially for the general public,low-cost and inclusive development of private kindergartens".In the Outline of the National Medium and Long Term Education Reform and Development Plan(2010-2020),China has proposed that the development of kindergarten system needs the guidance of the government,the support of society,the combination of public and private kindergartens and other basic conditions,and strengthens the basic investment in private kindergartens.As the leading department,the government plays an important role in supporting the development of private preschool education,such as policy makers,implementers,regulators and so on.Therefore,as educational service providers,leaders and regulators,the government should shoulder the responsibility of supporting the development of private kindergartens and play an active role in promoting.But our country is vast and the development situation of different regions is different.It is unrealistic and ineffective to let the state formulate unified support methods and measures for private kindergartens.So under the guidance of the national support policy,the current situation of local government support,what specific support measures,what problems exist,the reasons for the problems and how to strengthen the support are all worth exploring and researching.Starting from the concepts of private preschool education and government support for private preschool education,this paper studies the government support for the development of private preschool education on the basis of new public management theory,education cost sharing theory and principal-agent theory.This paper adopts three research methods:questionnaire survey,literature study and interview to elaborate the current situation of government support in the development of pre-school education for Huaibei citizens.It also analyses and summarizes the existing problems and their corresponding reasons.The main problems are the inadequate implementation of relevant support policies,inadequate financial investment,weak teaching staff and inadequate supervision.This paper analyses the reasons and draws lessons from the experience of foreign and domestic governments in supporting the development of private preschool education,and puts forward some countermeasures and suggestions to improve the government’s support for the development of private preschool education.In the implementation of relevant policies,it is suggested that the government formulate and improve the relevant policy system,and intensify the implementation efforts,carry out overall planning and layout of private parks scientifically,clarify the responsibilities of governments at all levels,strengthen the support consciousness of private preschool education,fully mobilize the enthusiasm and initiative of local governments;in the construction of the legal system,it is suggested that relevant laws and regulations be perfected to support the government of private preschool education.In terms of financial investment,it is suggested that the government should increase financial investment to reduce rent and replace rewards with subsidies,guide and support private kindergartens to provide inclusive services,increase investment in teacher construction,improve the professional level and welfare benefits of kindergarten teachers in private kindergartens,so as to increase the stability of the teaching staff and enhance the sense of professional belonging of teachers.Finally,while the government supports the private preschool education,we should simultaneously supervise and support it,supervise and manage the admission examination and approval,funds and teaching quality evaluation of the private kindergartens,ensure the high quality of the private preschool education,create a healthy and orderly policy environment and social environment for the development of the private preschool education,and promote the scientific development of the private preschool education.Accelerate the goal of wide coverage of inclusive preschool education. |
