The quantity and quality of scientific and technological resources input is an important basis for a country's ability to innovate,which fundamentally determines the level of innovation and innovation performance of the country.As the core of science and technology resources,scientific and technological talents are the most innovative and revolutionary,and play a pivotal role in promoting the economic and social development of a country and region.China is a country with a large population.How to become a country with a large population is a talented country.This is an issue that we urgently need to solve,especially to solve the problem of scarcity of talents in the underdeveloped areas of the west.Some studies have pointed out that the lack of scientific and technological talents is an important reason for the backwardness of underdeveloped areas in western China.In the current goal of building a well-off society in an all-round way,we must accelerate the establishment of comparative advantages in talent competition and strive to build a strong country of talents.In particular,the comprehensive development of scientific and technological talents,through innovative development means to better achieve its role in promoting economic and social development.By systematically integrating the theory of human resource,talent demand theory and talent flow,this study finds that the underdeveloped areas in western China have gradually established the correct pattern of scientific and technological talent development,and relying on major national projects to promote the diversification of scientific and technological talents.Supporting the development of scientific and technological talents in the western region through the eastern counterparts,formulating practical talent policies to solve the dilemma of"difficult to lead to difficulties",and increasing the investment in the training of scientific and technological talents;however,due to the low level of economic development in these regions,the emphasis on scientific and technological talents Insufficient degree,insufficient talent development mechanism,industrial clusters have not yet formed,insufficient investment in educational resources,policy attraction in developed regions,cultural diversity and ethnic complexity.The problem of outflow of scientific and technological talents in underdeveloped areas in the west is still outstanding,and scientific and technological talents are unreasonable.Moreover,development are unbalanced,policy competitiveness is weak,policy implementation is not in place,and the development of scientific and technological talents are superficial.On the basis of analyzing current problems and drawing on the development of scientific and technological talents in developed countries and developed countries,the paper puts forward proposals for the development of scientific and technological talents in underdeveloped areas in the west,paying attention to the balanced development of regional economy,changing concepts and forming the development of scientific and technological talent resources.A good atmosphere,breakthroughs in the development of human resources,fostering industrial clusters,forming a talent pooling effect,increasing investment in education,giving full play to the advantages of the science and technology talent policy,and fully grasping and utilizing national strategic opportunities.This study not only has a certain theoretical guiding role for the research and development of scientific and technological talents in the underdeveloped areas of western China,but also has certain theoretical implications for the research of human resources development in other fields.In addition,this study is also applicable to underdeveloped areas in western China.The solution to the problem of development of scientific and technological talents has realistic policy guidance value and has a certain impetus to the development of underdeveloped areas in western China.
