Research On Countermeasures On Developing Scientific And Technological Talents In Huai’an

Based on a large number of reading documents,this paper takes the development of scientific and technological talents in Huai’an City as the research object,adopts the method of combining theoretical research and practical investigation,through literature research and case analysis,and comprehensively uses the relevant theories of public management and public policy analysis to explore the optimization of the Development Countermeasures of scientific and technological talents in Huai’an City.This paper discusses the current situation of the development of scientific and technological talents in Huai’an City.Since the 13th five year plan,the development of scientific and technological talents in Huai’an City has three characteristics:the overall strategy takes into account the introduction,training and use of talents;Characteristic projects give consideration to scientific and technological talents at different levels and different development directions;Pay attention to the development of scarce professional scientific and technological talents in key areas.This paper uses the method of questionnaire to investigate the basic information,work situation and satisfaction with the implementation of policies of scientific and technological talents in Huai’an City.On this basis,this paper discusses the problems existing in the development of scientific and technological talents in Huai’an,mainly including the weak competitiveness of talent development policies,the urban development situation and talent development environment to be optimized,the lack of scientific and technological talent training ability,and the imperfect long-term assessment mechanism of scientific and technological talents.This paper focuses on the analysis of three foreign talent development policy cases in the United States,Japan and Germany,and three domestic talent development policy cases in Suzhou,Ningbo and Xi’an.These cases have important reference significance for this paper in three aspects:improving the science and technology talent development policy,improving the science and technology development environment,and paying attention to regional exchanges and cooperation.On the basis of studying the current situation of the development of scientific and technological talents in Huai’an City and learning from international and domestic experience,this paper puts forward some optimization suggestions for the development countermeasures of scientific and technological talents in Huai’an City:first,we should improve the policy system for the development of scientific and technological talents,improve the implementation level of the policy,and highlight the important position of scientific and technological talents;Second,we should attach importance to the construction of the development environment for scientific and technological talents,introduce high-tech enterprises to form scientific and technological industrial clusters,and strengthen the innovation support of scientific and technological enterprises,so as to provide a better environment for the development of scientific and technological talents;Third,we should build a platform for the development and cultivation of scientific and technological talents,integrate efficient and research institutional resources,establish a platform for the development and cultivation of scientific and technological talents,and rely on the development and cultivation platform to promote the cultivation of scientific and technological talents;Fourth,we should make full use of the gathering effect of scientific and technological talents,cultivate high-quality scientific and technological talent teams,promote the integration of regional scientific and technological talent development,and build an innovation and entrepreneurship base for scientific and technological talents.
