Since the reform and opening up,with the rapid development of urbanization and the improvement of people's living standards,the public has paid more and more attention to basic public service facilities,such as basic education and medical facilities.At present,the urbanization of basic education has become one of the important ways to promote urbanization in China.At 19th CPC National Congress,chairman Xi pointed out that we should give priority to developing education.However,with the advancement of urbanization in education,some unfair problems have been brought out,such as the shrinking of rural schools,the increase of students' schooling distance and family burden;which have aroused extensive concern in academia.Scholars at home and abroad have conducted a large number of studies on education urbanization from various perspectives,but they lack the research on its impact on urbanization,development characteristics and dynamic mechanisms.Therefore,this paper uses a variety of research methods,such as field exploration,literature analysis,semi-structure interview and questionnaire interview.Based on the review of domestic and foreign urbanization theories and the research process in education urbanization,this paper takes Xinyi city of Jiangsu Province as an empirical region to conduct an in-depth analysis of the urbanization of basic education.This paper analyzes the characteristics and problems of China's current education urbanization in detail,deeply analyzes its formation mechanism,and puts forward specific development suggestions from the perspective of urban planning and policy support,in order to enrich the study of education urbanization,and provide some enlightenment for the compilation and improvement of the layout planning of basic education facilities in China.The study found that the urbanization of education is inevitable.It is a phenomenon that every country will meet in the process of urbanization.The process of education urbanization in China is generally ahead of the process of population.At the same time,it has also been found that the urbanization of education is a "double-edged sword".While effectively promoting the development of urbanization and the flow of regional source,it will also bring about some outstanding problems such as the adjustment in the layout of educational facilities and the incomplete structure of the students' family.The driving forces behind the urbanization of education in China are mainly reflected in three aspects:the first is the difference between urban and rural economic development;the second is the evolution of the national education policy(the policy of school closure and merger);the third is the change of basic education model(township-based to county-based).It is the influence of these factors that created the phenomenon of education urbanization in China and promoted its further development step by step.In order to promote the fairness of education and rationally cope with the phenomenon of education urbanization,this paper puts forward specific planning measures and policy recommendations.On the one hand,the rational distribution and balanced development of urban and rural basic education resources should be achieved through a variety of ways,such as clarifying the concept of balanced distribution,differentiating the layout of basic education facilities,guaranteeing adequate land for educational facilities and establishing a uniform urban-rural construction standard.On the other hand,it is necessary to ensure the smooth implementation and landing of planning projects by increasing financial input,providing diversified educational resources,promoting public participation and improving the system of basic education supervision and evaluation.Finally,this paper puts forward the deficiency of this article and prospects for the future research.The whole thesis contains about 44 000 words,43 pictures and charts.
