The establishment of a complete set of perfect, operational strong college emergency management system, to further improve the safety management level of colleges and universities, effective disposal of emergencies, to maintain the stability of campus security, and promote the sustained and healthy development of higher education, has important theoretical and practical significance. Based on this, this paper first analyzes the basic theory of emergency management in Colleges and universities, analyzes the existing problems and the influencing factors of emergency management in Colleges and universities in China. On this basis, the 4R crisis management theory and comprehensive emergency management theory, in the pre prevention, disposal, emergency management of three key stages, proposed to build a high degree of emergency management system, including the prevention of the system, the system, and the relevant supporting system, etc.
