Research On Implementation Status And Development Path Of Disabled Mass Sports After The 10th Anniversary Of WENCHUAN Post-Disaster Reconstruction

The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary for china to " carry out nationwide fitness activities extensively,accelerate the construction of sports power,and make good preparations for the Beijing Winter Olympics and Winter Paralympics".General Secretary Xi Jinping pointed out that the national fitness is the foundation and guarantee for all the people to strengthen their physical and healthy lives.The health of the people is not only an important connotation of building a moderately prosperous society in all respects,but also a significant basis for everyone to grow up and realize a happy life.Sports for disabled group is an important part of the national fitness activities,and disabled people are an important group that cannot be ignored in the national fitness activities.Since the recovery of the “5·12”WENCHUAN earthquake,the economics and social of the disaster-stricken area has been restored and developed.However,there are still some shortcomings in the participation of disabled people in the disaster areas and the positive role of mass sports is not enough.These problems need more attention from the state and society and more systematic research in theory.Based on the fields of Public Administration and Physical Education,this paper comprehensively used methods of literature method,questionnaire,expert interviews and quantitative analysis to study disabled mass sports in WENCHUAN earthquake-stricken areas.Research on the development of sports for the disabled in WENCHUAN earthquake-stricken areas from the aspects of basic situation of disabled workers,implementation status and highlights of mass sports is carried out.The research is based on the theory of public service and the theory of common-pool resources.Through the analysis of theory,the guiding significance of the theory for the development of disabled mass is finded out and the theoretical support for the analysis of development difficulties and the exploration of the development path in disaster area is provided.In order to understand the development of sports for the disabled in disaster area,this paper has made a questionnaire for disabled common people and disabled workers,and conducted research on the development of sports for the disabled in earthquake-stricken areas from two dimensions.At the same time,targeted visits were made to the staff of the provincial,municipal and county disabled persons' federation and the heads of social service organizations,so as to grasp relevant information from different perspectives.On the whole,the development of mass sports for the disabled in WENSHUAN earthquake-stricken areas has made great progress compared with that before the earthquake,and the number of facilities has increased a lot.However,times of fitness activities for disabled people in disaster areas is very few,sports events are relatively simple,the site is also largely confined to free places in homes and communities,and most of them lack the understanding of policies related to mass sports.On the aspects of disabled mass sports work,although some characteristic activities have been carried out by relevant departments,there is still a certain gap between them and the actual needs in terms of regional system construction and personnel and financial security.On the basis of full investigation,this paper combined the theory of common-pool resources and concluded that the development difficulties of disabled mass sports lies in aspects of institutional supply,credible commitment and supervision.Institutional supply includes insufficient implementation of the sports system for the disabled,insufficient system supporting services,and insufficient understanding of the sports policy by the mass.The credible commitment includes the limitation of distribution of the sports resources for the disabled and limitation of participation of the disabled in implementation of public sports rules.The supervision includes the lack of supervision of participation for the disabled in sports,and the large cost of supervision of disabled sports facilities.The exploration of the causes of development dilemmas is carried out from four aspects: consciousness,society,system and organization.Consciousness factors lies in the insufficient attention of the disabled people and workers on sports.Social factor lies in the low level of economic and social development in disaster areas.System factors lies in the faultiness of management and publicity guide system.Organization factor lies in the shortage of sports talent team.In view of the above development dilemma,this paper proposes a development path from the perspective of new public service.Firstly,attach importance to the status of disabled people in sports.Secondly,improve the service guarantee of the sports infrastructure for the disabled.Thirdly,clarify the rules and regulations of sports for the disabled.Fourthly,strengthen the integration and utilization of related resources for the disabled.Lastly,strengthen the services for the disabled to participate in sports.
