Since the reform and opening up,China has achieved remarkable results in promoting the balanced development of compulsory education.With the advancement of the balanced development of compulsory education,some contradictions and problems in the new era have emerged.Improving weak schools is the only way to achieve balanced development of compulsory education,and it has a crucial impact on promoting the healthy development of education.In 2010,the state implemented a rural remediation plan for low-performing schools for compulsory education.At the beginning of 2014,the state implemented a “comprehensive thinning” policy to improve the conditions for running schools in weak,remote and rural areas.In 2018,the last year of the first phase of the “comprehensive improve the weak school basic operating conditions of poor region” policy,policy implementation work across the country has gradually entered the final stage,understanding the effectiveness of policy implementation,investigating the current situation of low-performing schools,comprehensively optimizing the efficiency of national educational resources utilization,and promoting low-performing schools.The long-term development has important significance.This study starts with the policy background of “comprehensive improve the weak school basic operating conditions of poor region” and analyzes the current situation of weak schools in rural areas in China by taking the implementation of “comprehensive improve the weak school basic operating conditions of poor region” in X Prefecture in the Wuling Mountain area.First of all,through the combing and analysis of related literatures,the concept of compulsory education,low-performing schools and school conditions is defined,and the corresponding theoretical framework is established.Secondly,taking J County of X Prefecture in Hubei Province as a case,analyze the implementation effect of “comprehensive improve the weak school basic operating conditions of poor region” policy,use management data and interview survey to investigate the current situation of weak school running conditions,find out the existing problems and causes of weak schools,and propose to optimize rural areas.Suggestions for improvement measures for weak schools in the region.The final research shows that “comprehensive improve the weak school basic operating conditions of poor region” has effectively improved the conditions for running schools in the low-performing rural schools in J County in terms of basic teaching conditions,school living facilities,class setting,education informationization and teacher quality,narrowing the regional gap and promoting The balanced development of compulsory education.However,low-performing schools still have school conditions to be improved;the construction of teachers is insufficient;the problem of campus culture construction is neglected.This paper proposes improvement measures from three aspects: government,school and society,in order to provide reference for the sustainable development of low-performing schools.
