The Problem And Countermeasure Analysis Of Social Work Service Project In "4:30 Classroom"

In order to solve the "PM4:30 problem",in February 2017,the Ministry of Education issued "guidance on how to do a good job in after-school services for primary and secondary school students." since then,about 25 provinces have formulated relevant implementation rules in the light of the actual situation in various localities.Most of them provide care for children through the purchase of social work services.The "04:30 classroom" program is a professional care service for children in the community by social workers' organizations.This paper analyzes and discusses the practical difficulties of the "04:30 classroom" social work service project with the help of "network governance theory" through the integration of the relevant documents and the investigation of the field projects.And in view of the emergence of the problems to give targeted advice.In the process of project analysis,this paper believes that the Communist Youth League organization,as a group organization with government background,has certain rights and responsibilities,and they can also act as subjects in projects where the government purchases social work services.Become a provider of resources.At present,there are few researches on the participation of the Communist Youth League,so this paper analyzes it as one of the main bodies of service purchase,and explores the problems and countermeasures of the cooperative participation network of social work service projects under the participation of the Communist Youth League.After that,According to the framework of cooperative participation network,that is,"action subject","cooperative motivation","power distribution" and "incentive mechanism",this paper analyzes that there are still many problems in the cooperative network of "04:30 classroom" project.In the aspect of action subject,the blind trust of service buyer leads to improper choice,low professional ability of service provider,lack of resource support,and low participation consciousness and ability of service provider.In the aspect of action motivation,the social work organization is not clear about the motivation of all actors,and the service provider's ability to meet the needs is not enough.In terms of the distribution of rights,due to the differences in the resources and social status of the parties and the participation rights between the main bodies are not balanced,and even the government is inclined too much.In the aspect of the incentive mechanism,the right of the administrative subject in the environment of the "four-point half-class" project is too heavy to promote the formation of negative incentives.The problems of the above parties are outstanding,which have a common influence on the operation of the "four-point half-class" project.In order to solve the problems,this paper also puts forward the corresponding strategy suggestion.It is suggested that multiple measures should be taken to go hand in hand,to clarify the roles and responsibilities of the multi-body,to stimulate the motive of action of the parties,to promote the active participation of the multi-body and to improve the mechanism of the social workers and to enhance the ability of the service.In addition,a third-party market mechanism,a rule,Model social work service project operation mechanism.Therefore,we hope to achieve the purpose of improving the effectiveness of social work service projects.
