The Cooperative Production Of “Three Social Linkage”:Basic Framework And Operation Mode

As the main mode of social governance in China,"community system" has the limitations of strong administrative dependence on public service supply,insufficient participation of multiple subjects,and difficulty in achieving community autonomy.Under this realistic background,"three social linkage" has become the policy advocacy for the government to actively explore new community governance models.Since 2013,Chongqing has carried out the work of "three social linkage" within the whole city.After nearly six years of operation,the operation effect of "three social linkage" has gradually emerged.This paper discusses the operation mode of "three social linkage" from the perspective of cooperative production theory.Is there a practical operation mode of "three social linkage" that can be widely imitated and promoted from the perspective of cooperative production? How do various modes of operation in the "three social linkage" set up an interconnected cooperative network? What are the possible challenges that the main actors in the "three social linkage" may face in the process of "linkage" ? What are the feasible solutions to the practical problems in different ways of "three social linkage" ? Based on the thinking of these problems,according to the research in S district of Chongqing,this paper summarizes three kinds of "practice modes" of community public service: "the model dominated by residents' committees","the model driven by professional social workers" and "the model promoted by social organizations within a community".This paper selects three social work service projects as typical cases in S district of Chongqing,namely "public schools","community endowment service station" and "autonomy property management ",etc.,through in-depth interviews and observation and other methods to collect the relevant data,to explore and analysis in the process of the "three social linkage" each type of typical characteristics.The study found that,from the perspective of cooperative production,the "joint work" of the "three social linkage" can be divided into three basic modes: "the model dominated by residents' committees","the model driven by professional social workers" and "the model promoted by social organizations within a community",and their cooperative production networks have their own distinct characteristics.In general,cooperative production helps to improve the supply efficiency and response capacity of public services in the community field.Diverse types of cooperative production emerge as The Times require due to the different capacities of community neighborhood committees,social work professional forces and social organizations in the community in different regions.From the perspective of cooperative production theory,this paper constructs the framework of the current three "three social linkage" operation modes and analyzes them innovatively.However,due to the limitations of cases,this paper does not accurately compare the selection criteria and service efficiency of different types of cooperative production.However,the cooperative production framework and its operation logic of the "three social linkage" revealed in this paper are helpful to further promote the current situation of community public service supply.
