On the increasingly serious social problems, explorating social workers andvolunteers linkage mode, and cultivating a professional volunteer team which is leadby the profectional social workers, is a new way to implemente the public managementand socializate the social service. In-depth study on it, both for the construction ofsocial workers and volunteers interaction mode provides theoretical support andfurther improve linkage models to promote social workers and volunteers linkagemodel institutional construction, provide inspiration for other areas of diversity insocial work research.This paper explains the pilot background of social workers and volunteersinteraction mode, and describs the Shenzhen mode and Shanghai mode, which hasrepresentative significance in current practice. It also analyses the necessity, feasibilityand the exists problems of this model. The basic conclusions is: the construction ofsocial workers and volunteers interaction mode is necessary and feasible.In the linkage mode, material guarantee is the foundation, the government supportis the premise, and reasonable positioning is the key. We must clear that social workersshould be in the core status and volunteers are in a foundation status. While wepositive the effectiveness of the "social workers and volunteers linkage" mode, weshould also think about the exists problems in current linkage practice. After all, thesocial workers and volunteers linkage mode is new in China and is still in aexploration pilot stage. It needs a process from unperfect to perfect. The mainproblems in social workers and meaning volunteers linkage mode currentli areunperfect rules and regulations, unreasonable arrangements, and missing platform andcarrier. First, we may learn successful experiences from Hong Kongand advanced practices in foreign countries. Then, we should strengthen theregulations and system constructions of the social workers and volunteers linkagemode, broaden the sources of funding, rich service content, and develop socialinstitutions. So that, we can provide a useful complement to constructe Chinese socialworkers and voluteers linkage model.
