The Ministry of Education issued the Opinions on the Implementation of the Outstanding Teacher Training Plan in September 2014,which pointed out that the basic education of our country has been undergoing reform with the progress of the times,so many old ideas and old methods have been unable to adapt to the new teaching environment.As a result,it has become an urgent task to train a group of professional teachers with "new thoughts,solid foundation,strong ability and high quality".After that,the General Office of the State Council issued A Circular on The Publication of the Rural Teacher Support Plan(2015-2020)in June 2015,which proposed that the modernization of education should be basically achieved by 2020.In our country,there are still some children living in remote mountainous areas who are unable to receive compulsory education at the right age because of the inconvenience of transportation.Moreover,many teachers are unwilling to go to the countryside to teach due to the poor teaching environment and the backward teaching conditions.Therefore,it is necessary to attract the talents to carry out the teaching in the countryside by improving the status of the rural teachers.At the same time,a group of new rural teachers should be trained with the characteristics of “going to the rural areas and being willing to stay here”,so that the education will benefit all the rural children.It can be seen that the reform of basic education is also being carried out step by step with the continuous advancement of education,which thus requires more and more comprehensive quality of primary school teachers.At present,many provinces in our country put forward and implemented the training mode of primary school versatile teachers on the basis of the traditional teacher training mode.In April 2016,Enshi Tujia Miao Autonomous Prefecture,Hubei Province formulated and promulgated the Targeted Training Program for General Curriculum Teachers and Public Kindergarten Teachers in Rural Primary Schools of Enshi State with the strong support of the provincial party committee and the provincial government as well as the provincial education department in view of the current situation of local teachers with the characteristics of “difficulty in retaining,and being unable to stay long”.This is an effective exploration on the orientation training of primary school teachers in rural areas based on prefectures in China at present,in which the purpose of it is to cultivate a number of excellent primary school versatile teachers in the remote rural areas,so that the children in the remote mountainous areas will have more access to education.In the above context,it will take the primary school versatile teachers in the process of rural compulsory education reform as the research subject in this paper,which takes the targeted training policy of Enshi prefecture rural primary school versatile teachers as the research object.And it will take the training mode as the breakthrough in this paper to make an investigation and research from five aspects,such as the goal of cultivation,the standard of cultivation,the education and teaching,the curriculum setting and the situation of internship,which thus can get a fully understanding of the status of the implementation of the policy.As for the research process,it is divided into two stages.The first stage is theoretical research,which comprehensively discusses the connotation,necessity,the goal of cultivation,curriculum setting and training mode of primary school versatile teachers by consulting the literature,so as to find out the present situation of the training of primary school versatile teachers in China.The second stage is the subject investigation,which takes Enshi prefecture as the research site.In this stage,it uses the questionnaire investigation method and the interview method to carry on the on-the-spot investigation research to the training mode,so as to discover the problem under the theoretical guidance and put forward the solution countermeasure.As for the whole structure of this paper,it consists of the following five parts.First of all,it interprets the programmatic documents issued by the state,which also analyzes the background of the implementation of the policy of targeted training of versatile teachers in rural primary schools in Enshi prefecture.Secondly,it probes into the basic situation of the implementation of the policy of targeted training from three aspects,such as recruiting students,teachers resources and training,which then sums up the achievements and the significance of reference.Thirdly,it is to know the specific situation through the questionnaire survey to the students.Then,the managers and teachers are interviewed to find out the details of the implementation of targeted training policy on this basis,so as to find out the existing problems.Fourthly,it is to summarize and analyze the causes of the existing problems.Finally,it puts forward some reasonable suggestions to the existing problems in this paper.Through investigation,it is found that there are some problems in the following five aspects,such as the quality of students,the standard of versatile teachers,the curriculum setting,the education and teaching as well as the arrangement of internship,so it puts forward the corresponding suggestions and countermeasures on this basis.As a result,it is hoped that the suggestions put forward in this paper can optimize the training mode of versatile teachers in the rural primary schools in Enshi prefecture,so as to contribute to the development of the targeted training policy for versatile teachers in the rural primary schools in Enshi prefecture.
