The report of the 19 th National Congress of the Communist Party of China put forward the need to adhere to the priority development of agriculture and rural areas,consolidate and improve the basic rural management system,and maintain stable and long-lasting land contracting relations,emphasizing the importance of confirming the right to farmland.In recent years,with the basic end of the process of issuing farmland right confirmations across the country,clarifying the impact on the issue has important practical significance for making good use of the results of right confirmation.The determination of farmland rights solves the ambiguity of farmland property rights and can actively promote the transfer of land for farmers.However,there is no conclusion yet on how to profoundly affect the employment and quality of rural labor.Based on this,this paper uses the survey data of 17 cities in Shandong Province in 2018 to construct a Probit model and a Heckman two-stage model to empirically analyze the impact of farmland confirmation on rural labor's out-of-town employment and employment quality.In the end,the following conclusions are obtained: the new round of land contracting management certificates received by rural families has a significant positive impact on whether rural laborers go out for employment,the average monthly income of out-of-employment employment,and the signing of labor contracts for out-of-town employment;male labor is more inclined to go out for employment.And the average monthly income of out employment is higher,but it has no significant effect on whether to sign a labor contract.The age of the labor force has a significant negative impact on whether to go out for employment,the average monthly income of out employment,and whether to sign a labor contract.That is,the older you are,the more unwilling you are to go out.,The average monthly income is also lower,and the more reluctant to sign an employment labor contract;the education level of the labor force has no effect on whether to go out for employment,but there is a positive relationship.In addition,the average monthly income of out employment and the signing of labor contracts are significantly positive.Household heads have a history of going out to work and are moreinclined to go out to work;the proportion of households participating in the new rural insurance has a significant negative effect on whether the workforce goes out of employment.Although the area of the family 's cultivated land has no effect on the workforce 's employment,there is a negative relationship;villages Land adjustment times Whether force employment outside the home have a significant negative impact on a large number of village enterprises for labor no significant effect on whether or not to go out,but there is a negative relationship.Finally,based on the empirical conclusions,policy suggestions were made from the aspects of improving the right to determine farmland,constructing an information platform for land transfer,and increasing the rural old-age security system.
