Study On The Employment Countermeasures Of Rural Labor Force In Y District,Xi’an City

Under the present strategy of rural revitalization,how to solve the problem of "agriculture,countryside and farmers" is the focus of our country’s development.The realization of full employment and entrepreneurship of rural labor force is not only closely related to the strategy of urban-rural integration,but also an important link for the government to improve employment and entrepreneurship services and promote regional economic development.In this regard,the State Council’s Rural Revitalization Strategic Plan points out that it is imperative to adhere to the strategy of giving priority to employment and active employment policies,improve the equal public employment service system in urban and rural areas from the perspective of overall planning of urban and rural areas,constantly improve the quality of rural laborers,expand the space for farmers to seek employment in other places or in the neighborhood,and achieve higher quality and fuller employment.We should vigorously develop and expand the county economy,accelerate the development of industries with local characteristics,and expand the employment of farmers.Develop rural characteristic industry,promote the diversification of rural economy,increase rural employment opportunities.Based on the national policy demand and regional development demand,Xi’an Y District speeds up the process of urban-rural integration and actively promotes the transfer and employment of rural labor.Combining with the specific situation of Y district,we should put the people’s needs first,and guarantee the full employment of rural labor force through industrial development and special agricultural products.From the perspective of "rural revitalization",this paper takes Xi’an Y area as an example and discusses the related concepts and theories to lay a theoretical foundation for the rural labor transfer and employment in Y area.Based on the questionnaire survey of rural labor force in Y district,this paper sums up the problems such as lack of endogenous motive force to meet the increasing employment demand,imperfect employment service platform,lack of effective employment service system,etc.It is suggested that an omnidirectional public employment service system should be established,employment skill training service should be improved,and employment security mechanism should be improved.
