Only through long-term and systematic rehabilitation training can the limb function of children with cerebral palsy gradually return to normal level.With the continuous improvement of the rehabilitation assistance system in China,many cities have begun to implement the policy of free rehabilitation.The rehabilitation institutions for disabled children at the county level have become popular.More and more rural children with cerebral palsy come to the designated rehabilitation institutions in the county to receive rehabilitation services.The economic burden of rural children with cerebral palsy families has been greatly reduced.However,there are still some rural cerebral palsy children who choose to give up rehabilitation services after receiving rehabilitation services for a period of time.Based on this,the author studies the "give up" behavior of parents in the process of rehabilitation services for rural children with cerebral palsy.Abandonment is the first mock exam for the children with cerebral palsy to give up the mode of "institutional rehabilitation".The purpose of this study is to answer the following questions.First,what are the characteristics of "giving up" behavior in the process of rehabilitation services for rural children with cerebral palsy?What are the types?Second,what are the reasons for the act of "giving up"?This paper adopts the method of length interview.The author interviewed 10 parents of cerebral palsy children who had rehabilitation training in Y institution of Shandong Province but finally gave up the rehabilitation service,as well as the person in charge of Y institution.Based on the analysis of the interview results,it is found that children with cerebral palsy in rural areas who give up rehabilitation services generally have a high degree of disability and poor ability of self-care.The long-term care of female caregivers(mostly mothers,grandmothers and grandmothers)is the main source of income in the family.More than two years of institutional rehabilitation have been tried from the diagnosis of multiple treatment methods,the most of which is more than seven years.Most of the cerebral palsy children who give up rehabilitation are now home-based rehabilitation,and some of them are better at primary school in their village.Based on whether there is external force(active passive)when parents make the decision of "giving up" and the consideration of children's future(expectation hopelessness),this paper divides the giving up behavior into four categories:expected active giving up,expected passive giving up,hopeless active giving up,hopeless passive giving up.Uncovering the hidden text of "giving up" behavior,we will find that the root cause of this behavior lies in the concept of development which has been prevailing for 30 years.First of all,in terms of the formulation and implementation of the rehabilitation service policy for the disabled,the theory of "rehabilitation value" is advocated in the formulation of the policy under the guidance of the concept of developmentalism.It is believed that the rehabilitation resources are first left to the people with rehabilitation value,and the implementation of the policy is"superficialization",that is,focusing on the surface image project rather than the actual effect.Secondly,for the family of children with cerebral palsy,the family pursues"normalization" and "efficiency" of rehabilitation,and believes that "healthy children"are needed in the family,and the family members,as the main caregivers,bear the heavy burden.Finally,for the rehabilitation institutions,the developmental logic leads to the alienation of institutional objectives.In order to maximize the benefits,more children with cerebral palsy are admitted,non professionals are employed and various expenses are reduced.Rehabilitation services become a "flowing" work,and rehabilitation therapists are perfunctory,which aggravates the abandonment behavior of service objects.Under the logic of developmentalism,the behavior of "giving up" of parents finally comes into being.Based on the above analysis,this paper puts forward the following policy suggestions:first,to change the concept of developmentalism;second,to improve the family rehabilitation support policy,to provide personalized home-based rehabilitation guidance for children with cerebral palsy families,to provide a variety of ways of care and support;third,to strengthen the construction of multiple rehabilitation service system,including the construction of three-level rehabilitation service providers at County,town and village levels Set up,provide a variety of types of rehabilitation service supply mode,not only to achieve medical rehabilitation but also to achieve educational rehabilitation;fourth,social workers should play the professional advantages to intervene.Through the above measures and policies,we can promote the rehabilitation of children with cerebral palsy to develop faster and better,and seek more benefits for the future development of children with cerebral palsy.
