In the process of social work service,social work supervision is indispensable,whether it is in the professional self-growth of social workers,or in the development of social work organizations and the development of the entire social work industry.In the context of the government's purchase of services,the development of the social work industry has forced the creation of supervisors.However,hiring overseas supervisors means huge financial expenditures and faces the risk of "not applicable".In 2012,the Medium-and Long-term Plan for the Construction of Social Work Professionals(2011-2020),jointly issued by the Central Organization Department and other 19 ministries and commissions,explicitly stated that it is necessary to train 80,000 people with a solid theoretical knowledge base,rich practical experience,and the ability to guide the resolution of major Professional supervisors of social work for complex professional issues.However,in the construction of China's social work talent team,there is still a large gap in social work supervisors,and the training of local social work supervisors needs to be solved urgently.In recent years,Shenzhen has begun to train its localized supervisors.In 2013,various parts of the country began to explore local training models.Hangzhou,Suzhou,Shanghai,Chengdu,Guangxi,Zhengzhou and other places have successively organized training courses for local supervisors.The construction of social work personnel team "checks for defects and fills in leaks",fills the gaps of supervisors,and has achieved certain results.After consulting the literature,I analyzed the existing training models in other cities and cities,and conducted interviews with social work institutions in Jinan to understand the characteristics of Jinan's local institutions,the supervision system of social work institutions,and the training of supervisory talents.At present,the main development model of the social work industry is the project system for government purchase of services.The construction of the supervision system is uneven in various institutions.The source of funds for supervision is mainly the special supervision funds in the project funds.The supervision team is supervised by internal supervision and The external supervision is composed of college teachers,the internal supervision is performed by institutional managers,and the training of social work supervisors depends on the selection and cultivation of social work institutions,and this training mode only appears in long-established and For institutions with a sound supervision system,for most social worker organizations,the training of supervisors within the organization is difficult to implement.The author believes that the main reason is that the government and industry associations have not played a role,and there is a lack of overall arrangements for funding and training content.The training of supervisors requires a lot of human,material and financial resources.Supervisors also face problems such as brain drain,inadequate funding,difficulty in changing the role of new supervisors,and a lack of staff in the organization.Therefore,the author believes that the cultivation of social work supervisors cannot be based solely on the agency's own efforts,but requires the joint promotion of the government,industry associations,institutions and universities,and the Quartet plays its role in different aspects.In addition,the author attempts to build a training model coordinated by the government,coordinated by industry associations,actively cooperated with institutions,and vigorously promoted by universities.Play some reference role in the training of social work supervisors in Jinan.
