The Research On The Path Of Cultivating New Professional Farmers By Local Government

Foster new professional farmers is a necessary condition to improve the farmer’s comprehensive quality, and their living environment, is an inevitable requirement to adapt to the new industrialization, informationization, urbanization and agricultural modernization, and is also an important path to solve the problem of agriculture, rural areas and farmers and realize a well-off society in an all-round way. At present, most of the farmers’ life are poor, also can’t get rich by improving their labor skills under the market effective guidance. The local government, as the representative of the public interest, and a servant of the farmer, they have the responsibility and obligation to play the main role in cultivating the new professional farmers.From the perspective of the series of policies and measures, our government has given the high attention to foster new professional farmers, but look from the policy to carry out and implement, local governments still exist many problems in the process of implementation, and the root of these problems lies in the government’s not perfect cultivation path. Based on the role of government theory, human capital theory, public goods theory, and learn from the abroad achievements about new professional farmers cultivation, combining the actual case of Suzhou city, then have an analysis of Suzhou government in the new professional farmers cultivation, and find some problems in the process of cultivating, and from five aspects to further improve the cultivating paths,including reshape the government role, positioning the functions of the government reasonably; strengthen the propaganda, motivating the cultivation process; diversity,mobilizing social organizations to participate; perfect supporting system, improving the new professional farmers living environment; based on human resources management,structure cultivating "six modules". By the above suggestions, expect to provide some new ways, higher reference value and strong maneuverability for government to cultivate the new professional farmers.
