In recent years,with the increasing development of the economy,on the one hand,the housing price and the ratio of housing price to income have been rising year by year,which makes the housing cost of the workers keep rising and has a significant impact on the decision of labor mobility.On the other hand,the structural unemployment phenomenon of the coexistence of "labor shortage" and "employment difficulty for college students"becomes more and more obvious every year,and the problem of the mismatch between labor skill structure and industrial structure is more and more serious.Is rising housing prices hindering or promoting the upgrading of the industrial structure?How does rising housing prices "screen" workers at diffeerent skill levels and affect the skill structure of workers?Is the impact of housing prices on the upgrading of industrial structure partly caused by the labor skill structure?Under the background of the fifth global industrial transfer wave,this series of problems have important theoretical and practical significance for the upgrading of China's industrial structure.Based on the theory and empirical analysis to the real estate price formation theory,the structure of the labor related theory and industrial structure theory as a foundation,using more than 281 local and national city related data from 2005 to 2017,with house prices lag phase ii and urban per capital disposable income as instrumental variable for empirical research,and through the robustness test to determine the reliability of the conclusion.The results show that the rising housing price and the improvement of labor skill structure promote the upgrading of industrial structure,in which the rising housing price can improve the labor skill structure by increasing the proportion of highly skilled labor force,and promote the upgrading of industrial structure by improving the labor skill structure.In addition,this paper further analyzes cities with different economic development levels and finds that in first-tier and second-tier cities,the promotion effect of housing price rise on industrial structure upgrading and the effect of housing price on industrial structure through labor skill structure are more obvious than in third-tier and fourth-tier cities.Combined with the research background and conclusion,the paper believes that attention should be paid to the industrial hollowing out that may be caused by the excessively rapid rise of housing prices.On the other hand,it is necessary to introduce policies to attract technical talents and promote equal access to public services in first-tier and second-tier cities to guarantee the life of ordinary skilled talents,so as to guide the labor force to flow across regions in a reasonable and orderly manner.The final goal of coordinating inter-regional industrial transfer,coordinating inter-regional industrial development and upgrading and optimizing the overall industrial structure can be achieved by combining the regulation of housing price and labor flow with the improvement of effective industrial planning system.
