Since the 21 st century,maintaining continuous innovation in the field of information and communication technology has been a key strategy for countries to promote the construction of education informatization.With the continuous integration of education and information technology,various types of "Internet +education" have appeared in various types of education.Form,in which digital learning through the effective integration of information technology and curriculum,has completely changed the traditional teaching structure and the nature of education,to achieve a student-centered learning approach.The need for digital education resources has become increasingly prominent,and traditional paper textbooks are difficult To meet the educational needs of the digital learning era,digital textbooks have emerged.The development and application of digital textbooks in the U.S.higher education field has mushroomed in recent years,and has been effective in the publishing and development of digital textbooks,cutting-edge technologies,and teaching applications.It is of significance to promote the construction and application of digital teaching materials in China's higher education.This paper takes educational informationization and digital learning as the background of the times,and selects the model of the development and application of digital teaching materials in the American higher education stage-Rice University's OpenStax digital teaching material project as the research object.The realistic background and development of the development and application of OpenStax digital teaching materials.Explore the four aspects of model,technical tools,and teaching application strategies,and use the literature method,case method,and comparative method to current digital learning environment.The U.S.government encourages the development and application of digital textbooks in various forms.The second part explores the development model of the OpenStax digital teaching materials in the United States.Open sharing and copyright protection are the development concepts of the OpenStax digital teaching materials.The non-profit operating model is the basic prerequisite to ensure its open sharing.At the same time,a series of digital Quality assurance measures in the development and application of teaching materials to ensure the high quality of
