With the country's in-depth implementation of innovation driven development strategy,accelerating the pace of building an innovative country and promoting highquality economic development,scientific and technological innovation,as the focus and core driving force,is becoming increasingly important.As an important force of knowledge innovation and technology innovation,985 institutions of higher learning directly under the Ministry of education have received extensive attention and aroused heated discussion.Therefore,scientific analysis of the impact of scientific research input on output is conducive to the efficient allocation and utilization of scientific research resources,the release of scientific and technological innovation momentum,and has a strong theoretical and practical significance to enhance China's scientific and technological competitiveness.In this paper,985 institutions of higher learning directly under the Ministry of education are taken as the research object,using the research methods of combination of theoretical research and empirical analysis,qualitative description and quantitative analysis,and taking the statistical compilation data of scientific and technological data of institutions of higher learning from 2009 to 2017 as the data source.First of all,the paper makes a detailed analysis of the appearance of scientific research input,and finds that 985 colleges and universities directly under the Ministry of education have improved in the level of scientific research personnel and funding input;in the aspect of scientific research output,the number of scientific and technological works and published papers has greatly increased,and the level of patent authorization output has been steadily improved,but the level of transforming patent achievements into economic benefits still needs to be improved;inter university institutes There is a big gap in the overall level of scientific research output in Colleges and universities.Then,based on panel data,a random effect model is established to systematically analyze the regression analysis results of the impact of scientific research input on output of 985 universities directly under the Ministry of education from the overall level,regional differences and school types.This study shows that,on the whole,the scientific research input of 985 institutions of higher learning directly under the Ministry of education has a significant role in promoting the output,and the scientific research funding has a stronger impact than the input of scientific researchers.Specifically,when the input of scientific researchers increases by 1%,the output of scientific research increases by 0.2172% on average;when the expenditure of scientific research increases by 1%,the output of scientific research increases by 0.3171% on average.In the control variables,the absolute value of social capital coefficient is the largest and the influence is the strongest,while the estimated coefficient of local economic strength is negative and the absolute value is small,and the influence is relatively weak.The regression results show that the positive effects of scientific research personnel and funding on the level of scientific research output of universities in the central and western regions and the eastern regions are significant,and the influence of control variables on scientific research personnel in the eastern region is significant,and the impact of education input in the central and Western regions is strong.The input of scientific research personnel in other universities has a strong impact on the output,while the input of scientific research funds in comprehensive and engineering universities has a significant impact on the output.Among the control variables,the absolute value of the social capital estimation coefficient of the three types of universities is relatively large,and the number of scientific research talents is significantly positive at the level of 5%.The research and development cooperation level and education investment intensity of the two types of University control variables are positively affected.At the same time,this paper reflects some problems,such as the poor effect of scientific research input in Colleges and universities,the unreasonable allocation of scientific research resources,and the mismatch between scientific research input and output.There is a big gap between regions in the estimation coefficient of the impact of scientific research input on output of institutions of higher learning.The estimation coefficient of the impact of the underdeveloped areas in the central and western regions is significantly lower than that of the developed areas in the East.Finally,this paper suggests that we should strengthen the construction of talent team,establish an effective incentive mechanism,broaden the sources of funds,optimize the structure of resource allocation,upgrade the platform of scientific research exchange,improve the quality of innovation achievements,promote the combination of production,learning and research,and improve the scientific evaluation system.
