Study On The Effect Of Science And Technology Talent Policy On The Innovation Ability Of Industrial Clusters

With the rapid development of knowledge-based economy and the in-depth implementation of innovation driven strategy,China's innovation capacity is constantly improving,but the transformation and upgrading of industrial clusters is still grim.With the aggravation of population aging and the decline of population dividend,China's major cities have begun a fierce competition for talents.It is questionable what kind of effect this policy can produce.The development of the theory about the Social Shaping of Technology(SST)provides a new perspective and theoretical basis for the research of technological innovation.The study on the role of science and technology talent policy in the innovation ability of industrial clusters has changed the evolutionary perspective often used in the research of technology innovation.From the perspective of SST,this paper analyzes its role in three aspects: building appropriate social conditions,giving full play to the emergence of the system and stimulating the initiative of actors,and discusses its work from the perspective of knowledge innovation and the new Pasteur quadrant Mechanism.In the empirical aspect,the paper combines the qualitative and quantitative methods,combs the current situation of the national and selected national high-tech industrial development zones,focuses on the advantages and disadvantages of science and technology talent policies in Suzhou Industrial Park in terms of enhancing innovation,and provides some enlightenment for the formulation and implementation of science and technology talent policies in industrial clusters.It is an innovative attempt to transplant semantic network analysis,which is often used in public opinion analysis,into the content analysis of science and technology talent policy.This paper is divided into the following parts: the first part is the introduction part,which analyzes the research background,expounds the SST and the new Pasteur quadrant theory,combs the research status at home and abroad,and explains the research methods and innovations.The second part is the theoretical research part.On the basis of defining the relevant concepts,it dialectically analyzes the role and mechanism of science and technology talent policy on the innovation ability of industrial clusters from the perspective of SST.The third part is the empirical part,which analyzes the correlation of indicators in six national high-tech zones and combs their current situation,and uses statistical analysis,semantic network analysis and case analysis to analyze the representative Suzhou Industrial Park.The fourth part analyzes the Enlightenment of Suzhou Industrial Park's science and technology talent policy,and puts forward suggestions on establishing and improving the evaluation system of science and technology talent,improving the incentive policy system of science and technology talent,enhancing the synergy of science and technology talent policy and improving the implementation efficiency of science and technology talent policy.
