Shen County,Shandong Province has the reputation of "Largest Vegetable County in China".With the transfer of the right to rural contracted land management and the popularization of mechanization of agricultural production,there has been a lot of surplus labor in the countryside.Under the background of rapid urbanization,how to promote employment transfer of rural surplus labor has become an urgent problem to be solved.In order to improve the employment skills of rural surplus labor,Shen County government began to implement an active labor market policy in April 2014.It launched a county-wide employment training for rural surplus labor to help them better transfer from agriculture to non-agriculture and from the countryside to the city.The main purpose of Shen County government's human capital investment in migrant workers through employment training is to improve their employment competitiveness which contributes to get better jobs.Therefore,it can make a more comprehensive analysis of the implementation status of training led by Shen County government to study from the perspective of migrant workers' employment.Based on human capital theory,training evaluation theory and training demand analysis theory,this paper takes the employment training of migrant workers led by Shen County government as the research object and holds the current situation of employment training in Shen County mainly by issuing questionnaires and telephone interviews.It uses factor analysis method to construct the sub-indexes of employment quality which is used to construct the employment quality index of migrant workers to measure their employment quality.And it uses the propensity score matching method(PSM)to match the samples.Then,It analyzes the impact of government employment training policies on the improvement of migrant workers' employment quality index and its each sub-index by using the least square regression method(OLS).The result shows that although employment training led by Shen County government contributes to the improvement of the employment quality index of migrant workers to some extent,there is still a gap of the implementation effect between reality and the expectation.Specifically,it has no significant impact on the labor rights and interests protection,future career development and employment prospects of migrant workers.This paper analyzes this problem.It is believed that the imperfect accordance of training content between training and the expectation of migrant workers,incomplete matching of skills between skills of migrant workers acquired through training and the needs of employers,the imperfection of public employment service function in the labor market and inadequate funding for training,which lead to the gap of implementation effect of training between the reality and the expectation.In order to improve the quality of training and help migrant workers better improve employment quality,this paper gives corresponding countermeasures and suggestions according to the current problems.
