For a long time,the professional evaluation of Higher Vocational Colleges in China has been mainly carried out the way of education administration.This kind of top-down model has the malpractice disadvantages.The third party's participation in the professional evaluation of higher vocational colleges can strengthen the connection between higher vocational colleges,enterprises and industries,and break the dilemma of the current evaluation of higher vocational talents training.Therefore,it is of great theoretical and practical significance to strengthen and improve the professional construction and improve the quality of higher vocational education.Based on the above background,this paper takes the evaluation index system of the third party participating in higher vocational colleges as the research object,comprehensively applies the literature research,the investigation research and the expert interview and son on method,to conduct a comprehensive systematic and in-depth study on the construction and practice of the third-party participation in the professional evaluation index system of higher vocational colleges.The main contents and conclusions of this paper are as follows:The importance of third-party participation in professional evaluation in higher vocational colleges shows that third-party participation in evaluation can break the current difficulties in the evaluation of personnel training in higher vocational colleges and form a scientific management mechanism.The necessity is reflected in the lack of the standards of professional evaluation in higher vocational colleges from the perspective of third parties.(2)Based on the methods of literature research,investigation and expert interview,the constituent elements of the index system ofprofessional evaluation of third party participation in higher vocational colleges are determined,It includes six first-level indicators(professional setting,students,teaching staff,curriculum construction,practical teaching guarantee conditions,professional construction effectiveness)and 22 second-level indicators(professional orientation,professional characteristics,training objectives,talent training programs,current student size,student skills competition,innovation and entrepreneurship,teacher number and structure,teacher development,scientific research level,professional leaders,curriculum system,textbook selection and development,curriculum reform,teaching funds,practical teaching conditions,logistics service guarantee conditions,other teaching conditions,student graduation quality,vocational ability,social satisfaction,social service).Through the reliability and validity test,the questionnaire scale has better reliability and validity.(3)Analytic hierarchy process(AHP)is used to calculate the weight of each index,among which the importance of the first level index is: practical teaching guarantee condition(20.41%),teaching staff(19.87%),professional construction effectiveness(18.77%),curriculum construction(14.81%),professional setting(13.18%)and students(12.96%).and the consistency test is carried out on the expert judgment matrix,and it is concluded that the consistency ratio is 0.02,which is less than the limit 0.1 of consistency,and passes the consistency test.Using a similar method,the weight of each secondary index under six primary indexes is calculated,which all pass the consistency test..(4)The weight results are transformed into a percentage system,and the third party participating in the professional evaluation score table of higher vocational colleges is made to form the final evaluation index system.The innovation points of this paper are as follows :(1)try to construct the professional evaluation index system of higher vocational colleges from the third party perspective.(2)Comprehensive use of literature research,investigation and expert interviews,and the use of AHP hierarchical analysis model built by the evaluation index system has a strong scientific and practical.The shortcomings of this paper are mainly reflected in the uneven composition of experts and the lack of practical testing and so on.
