In the tide of economic restructuring and industrial transformation and upgrading,flexible employment forms have developed rapidly in China and provided a large number of job opportunities for the majority of laid-off and unemployed groups,which has greatly eased the imbalance between the supply and demand of labor in China's job market.But at the same time,the problem of pension for the vast number of flexible employees also appeared in front of us.In this regard,within the framework of the urban employee endowment insurance system,the Chinese government has formulated an endowment insurance policy for flexible employees,so that workers can independently pay endowment insurance premiums when they are temporarily or chronically unemployed and flexible in employment.In order to meet the minimum payment period for receiving endowment insurance treatment conditions or by increasing its own payment period to seek higher treatment.The size of the flexible employment group in the main urban area of Dalian is growing.Migrant workers,courier,etc contributed their strength to the prosperity of the city and the convenience of citizens.But many of them have not yet participated in endowment insurance,especially those who have low economic income.They did not pay insurance for various reasons such as irrational policy design and unfamiliarity with the policy.This will cause them to be unable to receive stable retirement benefits to meet their survival needs when they are old.If this situation is not improved in a timely manner,it will definitely affect the fairness of the social security system and even cause social unrest.Therefore,it is imperative to improve the endowment insurance policy for flexible employees in the main urban area of Dalian.This article focuses on the issue of endowment insurance policies for flexible employees in the main urban area of Dalian.After extensively reading a large number of relevant references at home and abroad,Choose the talent market and the district social insurance office with more flexible employees in the main urban area of Dalian.Randomly select some flexible employment personnel for investigation.Through the complementary methods of questionnaire survey method and interview method,find out the basic personal information of flexible employees,their familiarity with endowment insurance policies,satisfaction,whether or not they are insured,and the reasons for not enrolling.Analyze the reasons and learn from the experience of some countries and other cities in China where the endowment insurance policy is more reasonable,and then put forward suggestions to improve Dalian's flexible employment endowment insurance policy:First,improve the rationality of policy formulation;Secondly,enrich policy promotion methods;Finally,unblock the channels for policy implementation.The above suggestions hope to help improve the participation rate of flexible employment endowment insurance in Dalian's main urban area,promote the high-quality development of Dalian's social insurance industry and ensure the smooth operation of Dalian's economy and society.
