With the continuous development of science and technology, many new business model innovations, such as platform-based business model,Internet and shared economy, have gradually become a trend, and the focus of current economic competition has gradually turned to the innovation of business model. The boundary of enterprises is gradually blurred, and the emergence and rise of various governance models of cross-organizational collaboration are replaced by it.Industry-University Alliance is a concrete embodiment of cross-organizational collaboration and value co-creation.Existing studies have analyzed alliance relationships, behaviors and their impact on performance from a static perspective. However,at different stages of the alliance life cycle, the partnership will change, and its scale and effect may evolve.Based on this, this paper analyzed the motivation and cooperative behavior of participants at different stages of the alliance life cycle, and their respective effects on alliance performance.Firstly, this paper reviewed the literature on value, value co-creation and value co-creation in the Industry-University,summarized the main research results and deficiencies in the existing research fields, and established a theoretical framework of ?Motivation?Behavior-Performance?.At the same time, the case background of Tasly Industry-University Alliance was described, especially the research and development model. On the basis of collecting and analyzing data, the case data were coded. After that, this paper conducted a single case study on a successful cooperative research and development project between Tasly and Tianjin University of Traditional Chinese Medicine, and analyzed the differences of interest motivation and cooperative behavior of participants in the initial, implementation and maturity stages of the alliance life cycle, and their respective effects on the performance of the alliance. The results showed that in the initial stage, high complementarity of resources makes the heterogeneity of interest motivation between alliance participants and the difference of cooperative behavior insignificant. The performance measurement system in the initial stage mainly focuses on complementary resources and incentives for researchers. In the implementation stage, due to the differences in the nature of knowledge and the management of intellectual property rights between academia and industry,as well as the differences in the interests motivation, measurement and evaluation mechanism of participants, the cooperation of Industry-University alliance has encountered great challenges in this stage. In the mature stage of the Industry-University alliance, the problems of cooperation and coordination are decreasing.Participants gradually understand how to effectively carry out cooperation and achieve value co-creation.Performance measurement mainly focuses on three aspects: new knowledge and new technology, new products and production efficiency, and staff quality improvement and joint training of students. If the current alliance can achieve its objectives and the participants‘ satisfaction is high, the willingness and motivation of the participants‘ alliance cooperation in the next project will be stronger, they will trust each other, communicate effectively, set goals and allocate resources together, and take effective cooperative actions to deal with conflicts and contradictions during the process of alliance, which influences the performance of a next alliance cycle.
