Research On The Long-term Care Service System For Disabled Elderly Based On Multi-subject Interaction

At present,China is the country with the largest number of disabled elderly people in the world,and the only country with a population of more than 10 million disabled elderly people in the world.Most of the disabled elderly suffer from diseases and their ability of self-care is limited.The Chinese government is pushing forward the reform of social policy of long-term care for the elderly,and all sectors of society are also actively involved in it.However,due to the influence of long-term family planning policy,rapid population flow and other factors,the function of family care has been weakened,the function of social security is still in the process of improvement,and the socialized long-term care is scattered In different subjects such as communities,pension institutions,medical systems and civil affairs,there are some problems in decentralized long-term care,such as lack of joint efforts,structural imbalance and poor quality.How to quickly integrate the functions and resources of the main body of long-term care services and play a greater social function has become one of the important social issues.The first part consists of chapters 1,2 and 3.It is mainly to expound the raising and significance,core concepts,content framework,etc.Under the guidance of Marxist methodology,this paper uses welfare pluralism theory,social interaction theory,and the basic knowledge of CO governance and sharing social governance innovation theory.Based on the theory of welfare pluralism,this paper proposes that a multi-subject long-term care service system should be constructed,which is composed of administrative subject,social service subject and informal service subject.Based on the theory of social interaction,the multi-subject functions of the long-term care service system and the relationship between the interactions are further analyzed from the level of the expected.The functions of administrative subject include macro policy guidance function,resource guarantee integration function,multi-subject cultivation function and long-term care talent cultivation function.The functions of social service subjects include community providing day care centers,marketproviding social care institutions,and social organizations integrating into care services.The main function of informal service subjects is to provide financial support,emotional support and basic care service support.The three of them form a more complex relationship,including the relationship between guidance and coordination,the relationship between resource exchange and supervision,the relationship between complementarity and competition.The second part consists of Chapter 4.After the rational analysis of the long-term care for the disabled elderly,it is believed that a long-term care system suitable for their own national conditions is being established.Taking the systematic observation of Chongqing as an example,the study shows that the existing service system is difficult to effectively deal with the long-term care of the disabled elderly.It also faces the dilemma of the contradiction between the supply and demand of the main body of service supply,the failure of the main body to form a benign interaction,and the failure to effectively integrate social resources.Through the observation of the interaction between multiple subjects,it is found that the construction of multi-agent benign interaction has an important impact on the quality and efficiency of long-term care service provision.Taking Chongqing as an example,interview members of administrative subjects represented by the civil affairs department,social service subjects represented by old-age care institutions,and informal service subjects represented by families,to understand the reasons behind their attitudes and behaviors.Further analyze the multi-subject interaction dilemma of Chongqing's long-term care service system.It is found that there are some problems between the civil affairs department and the elderly care service institution,such as unclear responsibilities,shirking responsibilities,unequal status and asymmetric information.There are some problems between the civil affairs department and the disabled elderly family,such as the government embedded universality and the family personalized differences,and there are some problems between the civil affairs department and the disabled elderly family.There are some problems between the elderly care service institution and the disabled elderly family,such as a lack of understanding between the elderly care institution and the family,positive interaction consensus and mutual assistance,the contradiction between family pension payment ability and high cost operation of institutions,and the inconsistency between pension service supply and service feedback.The third part is Chapter 5 and 6.From the perspective of CO governance and sharing theory,the strategy of building a long-term care service system with multi-subject benigninteraction is proposed.In the long-term care service system for the elderly,the positive interaction of multiple subjects reflects the idea of CO governance,which is to let the disabled elderly share the fruits of social development.In theory,it puts forward the construction strategy from three aspects: forming the consensus of the main body,improving the top-level design of the administrative body,and reshaping the interactive way.In practice,to improve the quality and efficiency of long-term care system supply,so as to improve the supply of long-term care system,better service for disabled elderly,meet their multi-level pension needs,can provide a new way to solve the problem of long-term care for disabled elderly in China.
