Education fairness is the important foundation of social justice.In order to realize the education fairness,the key measure is promoting standardization construction of compulsory education school.Along with the urban and rural relationship from duality to integration,people's requirement for education have changed from being able to go to school to pursuit the good,high quality and the characteristic school.The proposal of standardization construction of compulsory education school is not only the response to compulsory education resource uneven distribution in many aspects,but the strategy to narrow the gap between the East and Midwest regions,the city and countryside,the good school and the ordinary school,and the different groups in the same school at the policy level.It is also an effective way to realize the education fairness.This paper is divided into five parts.The first part is introduction,mainly introduce the research background,research significance,research review,definition of related concept as well as research ideas and methods of this study.Because the imbalance of compulsory education resources is serious,the standardization construction of compulsory education school is the way to realize education balance,and the effective measures to promote education fairness.Therefore,the research on the standardization construction of compulsory education school is necessary.The second part interprets the current standard file of compulsory education school.First of all,interpret the existing national compulsory education standard file.Then,taking educational standards of Jiangsu province and Shaanxi province as an example,analyze and contrast the differences and similarities of the East and Midwest school standards.Last,try to explain the gap between the East and Midwest compulsory education quality.The third part firstly discusses the background of the implementation of standardized construction in Y county.Then the present situation of the two public elementary schools in Y county are analyzed,and through the data comparison analysis of before and after the standardization construction,we can see the significant achievements and existing insufficiencies of this two primary schools after the standardized construction.The fourth part discusses the problems and causes in the process of standardization construction of compulsory education school.Such as the phenomenon of “village empty city crowded”.This chapter studies the two public elementary schools in the Y county,and the mainly existing problems have been found in four aspects: the school scale is too large,leading to the proportion lacking of some index;High quality teachers are not enough,giving rise to two extremes;School management is formalized,deriving two drawbacks and so on.At the same time,this part simply analyzes the causes of these problems.The fifth part puts forward to some countermeasures of promoting the depth development of the standardization construction in view of the existing problems.Under the premise of taking the population flow factors into account appropriately,the government should increase the financial investment proportion and the fund flow should be reasonably planned;Build the tracking and monitoring mechanism of the school standardization construction;Weaken the hardware facility investment and strengthen the construction of teaching staff;The school should clarify the management responsibilities of each position and have a clear focus.Make Efforts to promote the county primary school depth development of the standardized construction and improve the quality of school education,and therefore,promote the education fairness.
