Research On The Intention And Decision-making Of Private Kindergartens Under The Background Of Classified Management

With the newly revised "Promotion of Private Education Promotion Law"officially in effect,the reform of classified management of private education has begun.Private schools,without exception,will face the choice of becoming for-profit or non-profit schools.Private kindergartens occupy as many as 90%of the total private schools in our country and occupy more than half of the total number of kindergartens.It is particularly important that they choose "profit-making" or"non-profit".Paying attention to the understanding of the new policies of the organizers of private parks in different regions and at different levels,the intention of running the kindergarten in the context of the new policies,and the expectation of new policies will not only have a certain impact on the smooth implementation of policies and methods of government governance,but also the development of private pre-school education and the construction of pre-school education public service system are closely related.In this study,questionnaires and interviews were used to conduct investigations in four aspects:the basic situation of the institutes,generalized influence and government credibility,understanding and evaluation of new policies,and the intention of running the kinderg,arten.Based on decision theory,game theory,and economic man hypothesis,this study has the following findings:the overall intention of selecting the camp was basically equal to five-fifth,and the specific comparisons between different types of localities were different,which fully demonstrates that the role of the office administrator in the selection process is "a relatively rational economic man";in addition,whether or not the universal private kindergarten has some degree of influence on late-stage selection,which reflects the delicate and dynamic cooperation and game relationship between the kindergarten and the government in the process of policy impIementation;the decision of the director of a private garden is based on the understanding of external policies,the balance between the evaluation and the internal conditions,and the judgment.According to the intensity of intentions of cooperation with the government,it is divided into three types of decision types:positive,intermediate,and negative.In the background of classified management,the intention of running the private kindergartens depicts the impact of the new policies on the private kindergarten communities and expresses the interest-related policy expectations.Based on this,this study tries to put forward a policy for the government to optimize the reform of classified management,and proposes rational decision-making for the privately-run kindergartens,so as to make a smooth and smooth transition between the policies.
