Comprehensive quality evaluation is an important evaluation system for real-time observation,objective record and comprehensive analysis of the growth process and development of students.The application of comprehensive quality evaluation in college enrollment is conducive to further promoting quality education,deepening the reform of examination evaluation system,and promoting scientific talent selection in colleges and universities.In order to further deepen quality-oriented education and promote social equity and vertical social mobility,the state council issued a document in 2014,which clearly proposed to reform the existing examination enrollment and admission mechanism,and creatively proposed a new examination enrollment model with C hinese characteristics,namely "classified examination,comprehensive evaluation and diversified admission".That same year,the Ministry of Education issued relevant documents,emphasizing the change in test scores as the only reference standard of acceptance mechanism,include the overall quality appraisal in the university entrance exam,as an important reference of recruitment selection,and requires universities to make use and evaluation system,the overall quality appraisal and personnel training to reflect its own characteristics of school-running characteristics.In response to the national examination and enrollment policy,Shanghai actively explores the comprehensive quality evaluation and enrollment reform.Since 2016,a total of 31 institutions of higher learning in Shanghai have successively published the use plan of comprehensive qua lity evaluation information for ordinary high school students on their recruitment websites,and used it for reference in the recruitment and admission process.However,there is no unified reference standard for comprehensive quality evaluation in colleges and universities.The application degree and scope of comprehensive quality evaluation in each school also differ significantly.This paper summarizes the common points and differences of the use plans of the comprehensive quality evaluation information for high school students published on the recruitment websites of colleges and universities in Shanghai.Combined with the characteristics of the program and the information obtained from interviews with many college admissions officers,it is found that t he application of comprehensive quality evaluation in Shanghai colleges and universities still exists: the consciousness of college enrollment responsibility is weak;The admission process is difficult to reflect the characteristics of the school;It is difficult to ensure the scientificity and authenticity of evaluation;Comprehensive quality evaluation impinges educational fairness;The comprehensive quality evaluation increases the cost of college enrollment,and puts forward the corresponding measures to solve the problems.To strengthen the construction of college enrollment ability and establish detailed evaluation standards;Strengthening the participation of colleges and universities and establishing the standard mechanism of comprehensive quality evaluation;We will make policies moderately favorable to achieve equality in education between urban and rural areas and among different regions.To provide adequate resources to continue to expand the size of college enrollment.The purpose of this study is to provide effective Suggestions for the smooth application of comprehensive quality evaluation in universities in Shanghai,as well as experience for the reform of examination and enrollment system in other regions,and to contribute to the theoretical research of quality education.
