| During the 13 th Five-Year Plan period,China achieved remarkable results in poverty alleviation.Overall regional poverty was eliminated,and the arduous task of eliminating absolute poverty was accomplished.However,in order to consolidate and expand poverty alleviation efforts,we need to effectively link them with rural vitalization.A five-year transition period will be set up for counties that have been lifted out of poverty to keep major assistance policies generally stable.We will improve the dynamic monitoring and assistance mechanism for preventing people from falling back into poverty,promote stable employment for those who have been lifted out of poverty,step up skills training,develop and expand industries in poverty-stricken areas,provide follow-up support for relocation from ineasy areas,and strengthen regular support for low-income rural people on a tiered basis to ensure that poverty does not fall back into poverty on a large scale.The implementation of skill poverty alleviation is a specific measure of targeted poverty alleviation from "giving fish" to "teaching fish" and continuing to support poverty-stricken areas to enhance endogenous development capacity.In order to implement the deployment of targeted poverty alleviation work by the central Government,Guangdong Province has promoted skill poverty alleviation work in multiple forms,channels and levels,and consolidated and expanded the achievements of poverty alleviation with practical measures.To study the poverty alleviation problem of technical education skills and use them for reference is the fundamental guarantee for improving the development strategy of poverty management,improving individual skill capital and realizing national leapfrog development.This paper focuses on the main problems of skill poverty alleviation assisted by technical education.From the perspective of targeted poverty alleviation,literature method and questionnaire survey are used to sort out the situation of skill poverty alleviation assisted by technical education in Guangdong province,explore the effectiveness and feasibility of technical education participating in poverty alleviation,and summarize the main problems:First,the problems of poverty alleviation by skills themselves(low participation initiative and insufficient learning ability).Second,the problems of technical schools(technical education social status is not high and the infrastructure is not perfect).3.Problems existing in policy management(insufficient funds and scattered investment,as well as the lack of joint efforts among departments).The reasons are mainly reflected in the limited development motivation and weak credibility of the main body in poverty alleviation of technical education skills.Participation skills poverty alleviation force is insufficient,lack of organizational guidance,incentive mechanism is not perfect and so on.Through drawing lessons from the experience of poverty alleviation by skills at home and abroad,this paper puts forward the following countermeasures: first,strengthen consciousness cultivation in ideology and guide the participation of various subjects;Second,implement the main responsibility,establish effective skills targeted poverty alleviation mechanism;Third,improve the reward and incentive mechanism for poverty alleviation.From the perspective of targeted poverty alleviation,this paper studies the implementation of skill poverty alleviation assisted by technical education.The research conclusion is conducive to improving the dynamic monitoring and support mechanism for preventing poverty return,and ensuring that poverty alleviation areas do not have large-scale poverty return. |
