In the 1980 s,parent education began to appear,and parents' schools gradually paid attention to domestic public service agencies.The theory and practice of various home-school cooperation emerged one after another.At the beginning of this century,on the basis of rethinking the new public management theory,the new public service theory is beginning to take shape.As a form of public service,parent education can naturally apply the new public service theory and practice on this basis.At the current stage,under the long-term support and guidance of the state,parents' schools are gradually popularized and standardized,and the educational methods and contents are relatively mature,but their development has encountered bottlenecks.H County Parent School,as an early establishment of a parent service organization,can be said to have a typical representative.The author takes the H County Parents School as the research object,and through questionnaires and interviews,it finds that there are“parents' participation is uneven”,“the appeals of the clients are different” and“the government attaches great importance to the degree”."Multiple issues such as"the partner has doubts about its effectiveness".In response to this situation,the author is based on the new public service theory,analyzes these problems,and strives to find the cause of the problem.This study attempts to break the theoretical model of previous research,starting from the latest unique theoretical perspective,based on the new public service theory,taking the management style of the parent school as the entry point,and strengthening and improving the joint efforts of the home school asthe core,exploring A set of countermeasures system that is suitable for solving the problems of parents' schools in H County is implemented.The basic framework of this paper includes: the first part is the relevant theoretical basis,which provides strong theoretical support for this research;the second part is the development status of parent school under the management of H County Government,revealing the problems of the current parent school exhibition;Partially based on the new public service theory to analyze the reasons for the existence of parent school problems;the fifth part is to explore the new public service theory for the H county parents schoolThis study uses a combination of practical argumentation and literature research.While mastering the information on the development of many parents' schools,it has carried out a variety of sample surveys,surveyed a large number of archives,and compiled a number of questionnaires and interview materials.A comprehensive study was conducted on the situation of parent schools in H County.The author hopes that this study will contribute to the development of parent schools in China.
