Human capital has been attached increasingly apparent core importance in thedevelopment of enterprise with the advent of knowledge-economy era. As a largescale state-owned enterprise, close attention should be paid on the investment andconstruction of human capital by Hunan Telecom, if it wants to remain invincible inmore and more vehement market competition. Of which, whether the positionpromotion strategy is perfect or not will directly affect the success of enterpriseattracting, retaining, using and selecting talents.Through the investigation and analysis for the former promotion strategy, it isfound that due to the following reasons: obsolete ideas that enterprise is administeredby man instead of by system; routine management is not executed in positionpromotion and it is not connected with company's strategy, etc. the followingproblems existed in former promotion strategy: classification of promotion position isobscure; system of assessing indicators is not sound; the way of evaluating is toosubjective; promotion procedure is not standardized. What's more, the contradictionbetween the decreased promotional possibilities caused by flat organizationalstructure and the increased promotional demand of intellectual staff is becomingincreasingly conspicuous, which made the company face another new challenge.Severe loss of core talents also should become one of the issues needed to be focusedgreat attention on.A new optimal design based on the status quo research of the former promotionstrategy is proposed against the mainly existing problems for the promotion system ofthe middle-level position. According to relevant promotion design rules which shouldbe abided by, optimization strategy will perfect the present system from three aspects:promotion position, promotion assessment standard and promotion procedure. Thedetails include: promotion position integration and classification, optimization ofpromotion channel, restriction of promotion ratio and position grade, optimization ofbasic conditions, preferred conditions and evaluating method of promotion assessment.And on the basis of this, a standardized, fair and public promotion procedure isestablished.In the end the safeguard measures of the new strategy are put forward whichcomprise the following: perfect staff training regarding business competition and dynamic position; improve staff work performance evaluation system; strengthenincentive safeguard from salary, work and emotion; perfect position setting bymatchingly designing position and company's strategy and combining fixed positiondesign with dynamic position design; establish enterprise's culture which supportspromotion evaluation to guarantee the smooth implementation of promotion strategy.The design of the position promotion strategy is a difficult and complex project whichneeds continuous improvement. At same time, hopefully the thesis can provide areference to readers and enterprises for building up a scientific and comprehensivepromotion system.
