A Study On Problems,Causes And Countermeasures In Identification Of Targeted Poverty Alleviation

Poverty reduction has been a hot topic in recent years.Targeted poverty alleviation has become the strategic guiding ideology in the current domestic anti-poverty field.Targeted identification of poor people is the premise and foundation for targeted poverty alleviation,and it is also the first link.Only when the recognition is targeted,the follow-up help will make sense,so that it can achieve the same accuracy.However,due to the limitations of various factors,the implementation of "targeted" in the process oftargeted recognition is still difficultThe qualitative research methods of length interview has been used in this paper to conduct a more comprehensive analysis of the problems and causes in the process of targeted identification of poverty alleviation from the perspective of social constructivism.The aim is to help the practice of anti-poverty through social work,and to get involved in the process of targeted identification.In order to improve the targeted of targeted identification,and to provide guidance for the promotion of targeted poverty alleviation.This study finds that although there is a relatively comprehensive policy framework and concept guidance for targeted poverty alleviation,there are still some problems in the implementation of the policy:In terms of procedural methods,some farmers do not understand the application for poverty,and the household survey is ambiguous.The democratic review is in its form,and it distorts the problem of the established card data;in the technical operation of identifying standards,the pursuit of"accuracy",blindly leads to targeted identification and becomes "targeted".Filling the form,the operation is one-size-fits-all,so that the key poor people become the"marginal people" of poverty identification,simple implementation,which makes the identification confused with the help object;and some village officials have"ritualism" in the specific implementation.Most families involved in poverty are passively obeyed,and villagers take the attitude of onlookers.Using the theoretical framework of social constructivism to explain and analyze,we find that:First of all,the root of these problems lies in the lack of stability in policies and the implementation of local governments on the basis of understanding.Second,the lack of interaction in the mobilization model can easily lead to the need to ignore poverty.The individual needs of the group.Third,due to the limited capacity and opportunities for self-development of the rural poor,there is a poverty subculture environment.From the perspective of social constructivism,social work involves intervention in the targeted identification process of poverty alleviation.It should promote the reform and improvement of the poverty recognition mechanism and link up with related policies;promote participation of non-governmental organizations such as social work organizations in the process of targeted identification,and promote diversity.Force participation.The recognition mechanism is perfect,and the real needs of the identification objects are fully considered;the parties involved in the recognition and recognition fully understand the poverty groups,make the poor groups fully exercise the right to discourse and are recognized,and the parties actively and effectively interact to solve the targeted recognition process.A series of questions in the series will better improve the accuracy of recognition in order to lay a solid foundation for subsequent targeted assistance.
