Competitiveness Evaluation Of National High-tech Zone In Shaanxi

As a gathering place for high-tech industries in the region,the High-tech Zone has greatly promoted the development of regional science and technology and economy.In recent years,Shaanxi Province has taken advantage of the development of "new first-tier cities" as its turning point,and has adopted the "One Belt and One Road" development strategy as its economic driving force,gradually realizing the rapid development of high-tech industries.By the end of 2017,Shaanxi Province has seven national-level high-tech zones,namely Xi'an,Baoji,Xianyang,Weinan,Yangling,Yulin and Ankang.During the “Twelfth Five-Year Plan” period,the scale of high-tech industries in Shaanxi Province gradually expanded,and the industrial agglomeration effect initially appeared.Seven high-tech zones have gradually exhibited a leap-forward positive development status.However,due to the resource conditions and the influence of the regional economy,the overall level of the high-tech zones in Shaanxi Province is compared with the average level of the national high-tech zones,or there are large gaps between the seven high-tech zones in Shaanxi Province.In order to improve the comprehensive strength of Shaanxi Province's Hi-tech Zone,we must first evaluate its competitiveness,discover the advantages and disadvantages of its own development,and then formulate targeted development directions and plans.This article takes the nation High-tech Zone in Shaanxi Province as the research object,combing the current scholars' relevant theories on the evaluation of the competitiveness of the High-tech Zone.Based on this,it concludes the status quo and problems of the development through comparative analysis,and constructs an evaluation index system for the comprehensive competitiveness of high-tech zones.First,quantitative analysis was performed using cluster analysis and factor analysis.The results show that among the seven national high-tech zones in Shaanxi Province,the competitiveness of Xi'an Hi-tech Zone is at a higher level,while the remaining six high-tech zones are at the bottom,and only Xi'an High-tech Zone is among the seven national high-tech zones in Shaanxi Province.The overall score is greater than the national average,and the other six high-tech zones are all lower than the national average.In the 50 high-tech zones selected,the Xi'an Hi-tech Zone competes at the highest position,but the overall scale and innovation capacity are still far behind the Pioneer High-tech Zone.Baoji Hi-tech Zone and Xianyang Hi-tech Zone have developed well,but still Need to increase scientific research investment capacity,and the remaining Weinan,Ankang,Yulin and Yangling high-tech zones are ranked lower,the level of comprehensive competitiveness is normal,and needs further development.Based on this,it puts forward development strategies such as enhancing innovation capabilities,developing specialty industries,and using the Silk Road Economic Belt to increase international influence,in an effort to promote the rapid development of Shaanxi's state-level hi-tech zones.
