Research On The Strategy Of Targeted Poverty Alleviation By Rural Tourism

Poverty is one of the most important factors that restrict our economic development.China,over the years,has been actively exploring the way to help the poor and has achieved some success.However,the poverty problem is still severe.In 2013,General Secretary Xi Jinping first put forward the new idea of “targeted poverty alleviation”,meaning to analyze the conditions of different poverty-stricken areas and farmers case by case and to adopt scientific and effective methods and procedures to accurately identify,help and manage the target population of poverty alleviation.The idea helps the truly poverty-stricken family to get support and realize the goal of getting rich.Therefore,in order to further accelerate the development of poor areas and realize the important goal of building a well-off society in an all-round way,the concept of targeted poverty alleviation has been added to the past tourism poverty alleviation,and the method of promoting the economic development of poor areas through the rural-tourism targeted poverty alleviation is promoted.The rural-tourism targeted poverty alleviation is a dynamic and open operating system having feedback,which is to build the running system of “the poverty population identification,to the targeted poverty alleviation project identification of rural tourism,to the development of rural-tourism targeted poverty alleviation projects,to the management and assessment of rural-tourism targeted poverty alleviation”.In this system,the object of assistance refers to the poor population,the implementation subject refers to all social forces taking the government as principal,while the way of poverty alleviation is,by relying on the rich natural and humanistic resources in the poor rural areas,taking the urban residents as main guest source and the local poor farmers as mainly managing body,to develop the tourism activities carrying local characteristics of natural scenery,agricultural products processing,farming culture and rural folk customs and to encourage the local poor people to actively participate in rural tourism through various ways,so as to achieve the goal of increasing income and getting rid of poverty.The Town of Huangheya is rich in rural tourism resources,but has not fully played its effect of rural-tourism targeted poverty alleviation so far due to reasons like the shortage of funds and publicity.Therefore,one of the urgent tasks for this town is to figure out how to vigorously develop tourism economy and rural tourism by relying on the advantages of tourism resources to develop the local economy,so as to get rid of poverty and become rich.The first part of this paper mainly introduces the research background and significance of the topic,and also teases out the development course,research ideas,methods and contents of rural tourism and the theories of targeted poverty alleviation.The second part tells the concept definition and theoretical basis on how rural tourism promotes the targeted poverty alleviation,defines the related concepts like rural tourism,poverty,targeted poverty alleviation,etc.,and states the theories of comparative advantage,the stakeholder and the sustainable development.The third part is the operation mechanism of rural-tourism poverty alleviation which elaborates in detail the operation mechanism of how rural tourism promotes poverty alleviation from the aspects of poverty population identification,tourism project identification,rural tourism project development and the managing means of rural-tourism targeted poverty alleviation.The fourth part takes Huangheya town of Dezhou as an example,analyzes from the poverty situation and the general situation of tourism targeted poverty alleviation,and evaluates the fruits from the economic and social aspects in this town.At the same time,the problems in developing the rural tourism in targeted poverty alleviation are discussed.The fifth part,through the empirical analysis of the tourism targeted poverty alleviation of the town in addition to the situation and problems of national targeted poverty alleviation,some key solutions are put forward.The sixth part expounds the conclusions and limitations of this paper and puts forward possible directions for further research.
