Since the industrial revolution,with the rapid growth of the world economy,the increase of industrial pollutants and greenhouse gas emissions has led to the aggravation of environmental pollution and climate warming.The frequent occurrence of global disaster climate and natural disasters has aroused the attention of the international community,and it is increasingly urgent to change the mode of economic development.In this context,the low-carbon economy model has become a new economic model universally recognized by countries around the world.Low-carbon consumption is an important part of a low-carbon economy.Not only does it require producers to reduce their carbon emissions,but consumers who occupy a large base need to reduce their carbon emissions.As the center of human production and life,cities not only shoulder the responsibility of leading economic development,but also shoulder the mission of environmental protection.To develop a low-carbon economy,we must attach great importance to the low-carbon consumption of urban residents.At present,promoting the low-carbon consumption of urban residents will contribute to the construction of "two-oriented society" and the construction of low-carbon cities in Changsha.Therefore,it is of great theoretical and practical significance to research the low-carbon consumption intention of Changsha urban residents.This paper,on the basis of existing research,from the perspective of public policy,based on the theory of sustainable development,rational person hypothesis,external effect and public choice,constructs a set of research and analysis framework to explore the policy factors that affect low-carbon consumption intention of urban residents.This paper takes urban residents in six urban areas of Changsha as samples to collect questionnaire data for empirical research.This paper uses binary logistic regression model to test the hypothesis,analyzes the influence of the policy factors on the low-carbon consumption intention of urban residents,and deeply discusses its reason,and puts forward some suggestions to promote the low-carbon consumption intention of urban residents according to the results of the empirical analysis.The results of the research show that more urban residents intend to implement the low-carbon consumption pattern,and government propaganda and education policy,carbon consumption tax policy and price subsidy policy all have a significant impact on the low-carbon consumption intention of urban residents.To speed up the development of low-carbon consumption for urban residents and promote the low-carbon economy,this paper proposes the following recommendations: First,the government should formulate and improve plans for long-term and stable implementation of low-carbon consumption propaganda and education,and should create more lively propaganda products and carry out a variety of propaganda activities to strengthen the propaganda and education of low-carbon consumption.Second,the government can increase high-carbon consumption tax and the tax preference of low-carbon consumption from the production end and the consumption end to enhance the implementation of the carbon consumption tax.Third,the government can increase the subsidy of low-carbon consumption price from the production end and consumer end.In addition,the government can establish a carbon credit system to strengthen the price subsidy policy while also increasing the implementation of carbon consumption tax policy.
