Since the implementation of the land use control system for nearly 20 years,it has played an active role in protecting cultivated land,saving intensive land and strictly controlling construction land,effectively guaranteed the national food security,and promoted the rational utilization and scientific allocation of land resources.However,with the acceleration of urbanization and the rapid expansion of construction land,under strict cultivated land protection policy,the ecological land space has a great impact,woodland,grassland,Ecological land,such as water area,is occupied by construction land or used to supplement cultivated land,and ecosystem integrity is destroyed.Coordination of ecological protection,especially the legal protection and implementation of ecological land,is still the weak link of current research.The protection of cultivated land under the single objective of land use control can no longer meet the new situation and needs of the current social and economic development.It is urgent to clarify the problems existing in the current land use control mechanism and the new situation it faces.The influence of land use control system on land use change is deeply studied,and a land use control mechanism that coordinates social,economic and ecological benefits is established.On the basis of clarifying the problems existing in the current land use control mechanism and facing the new situation,this paper explores how to meet the new needs of the current ecological construction on the basis of problem-oriented.The theoretical framework of land use zoning regulation is realized,and the control rules and use conversion rules of land use zoning are established according to laws and regulations and a series of policy documents,which provide parameter support for the simulation of the following models.This paper chooses Wuhan City as the research area,carries on the land use zonation demonstration research.The ArcGIS hydrological analysis module was used to extract the DEM data from the watershed unit.The 588 small watersheds in Wuhan were used as the research units,and the C5.0 decision tree was used to delimit the six land use zones of "production-living-ecological spaces".It includes urban construction control area and rural construction development area of living space,industrial and mining construction concentration area of production space,basic farmland protection area and general agricultural area,ecological conservation area of ecological space,the area of 8.80% 4.67% 10.933 n 43.37 and 9.90% 22.33%.Land policy is an important driver of land-use change,In this paper,the land system simulation and optimization model based on cellular automata(CA)is used to set up two land use control scenarios under the guidance of traditional grain security and ecological security under the condition of land System Cellular Automata model for Potential effects.Taking the land use data of 2015 as the base period,the transformation rules,evolution rate,impedance and other parameters needed for the simulation were calculated,and the LANDSCAPE model was used to simulate the land use change under the two scenarios in 2030,and to evaluate the effect of the implementation.By comparing and analyzing the impact of land use change on social economy and ecological benefit under two scenarios,this paper explores the land use control mechanism of multi-objective optimization.The results show that:(1)Different land use control models have significant differences in the impact of land use changes in Wuhan,specifically in terms of occupation of construction land.Under the control of the same indicators,construction land under the guidance of food security-oriented land use control is more disorderly and occupying surrounding land types.Under the ecological security-oriented scenario,cultivated land occupied by construction land is mainly distributed in urban construction control areas and industrial and mining construction.In the concentration area,the wetland,forest land and grassland occupied by construction land are mainly distributed in the urban construction control area,which makes the cultivated land in the basic farmland protection area and the ecological land in the ecological conservation area all well protected,and the scope of expansion of construction land has been effective.The control and occupation of land areas have also been well coordinated.Comparing the two land use control scenarios shows that the ecological security-oriented land use control can better achieve the protection of arable land and ecological land and strictly control the target tasks of construction land.(2)Different land use control models have different effects on land use economics and ecological benefits in Wuhan.The land use control guided by food security is a single target protection control method,with economic benefits of 1201.975 billion yuan and ecological benefits of 33.114 billion yuan;ecological safety-oriented land use control scenarios are more scientific and effective,and economic benefits have declined slightly,but ecological The efficiency is higher,the economic benefit is RMB 15.0505 billion,and the ecological benefit is RMB 34.119 billion.The eco-safety-oriented land use control scenario economic benefits decreased by 4.71014 million yuan compared to food security-oriented land use control scenario,a drop of 0.04%,but the ecological benefit increased by 1005.6233 million yuan,an increase of 3.04% over the food security-oriented land use control scenario.That is,for every 1% decline in economic efficiency,the ecological benefit can be increased by 76%.Ecological security-oriented land use control is a multi-objective protection approach that protects cultivated land and ecological environment and strictly controls construction land.Ecological security-oriented land use control places greater emphasis on the coordination and unification of cultivated land,ecological land,and construction land in spatial configuration.Land use control policy is regarded as an important factor in land use change,and different scenarios are simulated in conjunction with the land system simulation and optimization model to provide basis for an in-depth analysis of the implementation effects of land use control policies.Under the background of ecological civilization,in order to establish a national land space protection policies and regulatory plans provide a reference for realizing the rational use and optimal allocation of land resources and promoting economic,social and environmental coordination and sustainable development.
