Under the background of rapid development of economic, the gap between urban and rural in China continues to intensify, and the economic development between cities and townships is inconsistent. The weak financial services in townships and villages are prominent, and the financial needs of small and micro enterprises and farmers are not satisfied, and there is no effective financing channels, which seriously restrict the economic development in rural areas. As a new type of financial institution in rural areas, rural banks have established for their original intention to make full use of the advantages of network subsidence, increase the effective supply of rural financial markets, inject new vitality into the development of rural economy, and realize the integration of local resources.Activating rural financial services and markets. The key to the rural bank's desire to better play its role in promoting the rural economy is to ensure its own healthy and sustainable operations. This requires the rural banks to make a full understanding and an objective evaluation of their own sustainable development capabilities. In addition, they can make targeted development strategies that are in line with their own circumstances. Therefore,it is of great practical significance to establish a sustainable development evaluation model for rural banks. This paper studies the sustainable development capacity of rural banks and tries to establish a relatively complete evaluation index system for the sustainable development of rural banks, and uses the analytic hierarchy process and fuzzy comprehensive evaluation method to construct the evaluation model. This evaluation model not only provides a possible method for analyzing the sustainable development capacity of rural banks, but it also can find the weak links in the operation of rural banks by analyzing the evaluation of relevant factors that affect the long-term stable operation of rural banks. Then provides some bases for the long-term developmentstrategy of rural banks.Through the study of a large number of literatures, combined with the actual development of rural banks, and based on the factors of the sustainable development of rural banks in China, this paper starts from three perspectives: resource factors, capacity factors, and internal and external interaction factors of rural banks. Then setting thirteen secondary indicators which are Capital and credit resources, human resources, information technology resources, policy resources;profitability, risk control ability, learning and creative ability, growth ability;customer satisfaction, employee satisfaction, shareholder satisfaction, government support, and supervision. These indicators above construct the evaluation index system for sustainable development of rural banks, and then use the analytic hierarchy process to calculate the comprehensive weight of each index factor, and through the establishment of a fuzzy comprehensive evaluation model to conduct a comprehensive evaluation of the sustainable development level of rural banks. Then,a rural bank was selected as a case to verify the the practicability and operability of the evaluation index system and the entire evaluation process. The evaluation results were analyzed, and corresponding improvement suggestions were given for some factors with relatively low evaluation scores. At the end of the article,we first summarize the research results of this paper, and then point out the deficiencies in the process of research and evaluation, and on this basis,we propose some methods for improvement in the follow-up in-depth research of this aspect.
