With the progress of urbanization in China,cities are bringing more convenience to people's lives.Meanwhile,many cities themselves are facing difficulties,such as the backward infrastructure,the damaged housing,and so on.The voice of updating cities is increasing.In the 1990 s,in order to solve the above urban problems,the government set up a system of urban housing demolition,which initially filled the institutional gap of urban housing land nationalization in China,but with the improvement of China's property law and other legal system,demolition system gradually can not adapt to the requirements of the times.In 2011,the urban housing demolition system,which had been running for more than 20 years,was abolished by the State Council,and the system of housing expropriation on state-owned land was set up.The provinces and cities also formulated the specific housing levy measures according to their own conditions.Taking the Gusu District of Suzhou as the object of study,this paper analyzes the current housing levy system in the Gusu District,expounds the existing problems and causes,and puts forward the path and plan for the optimization design of the system.This paper takes the theory of institutional change,public policy theory and game theory as the basic theory,using literature analysis,historical analysis,case analysis,comparative analysis and other research methods,subdivided the Gusu area housing levy system into collection plan compiling system,levy for the examination system,determine the scope of the levy system,household survey system,evaluation institution selection and value evaluation system,unregistered building identification system,compensation and resettlement program demonstration and consultation system,hearing system,office system,compulsory relocation system,audit system,filing system.Summarized the current system,the main problem lies in the lack of public interest recognition system,one side of the expropriation plan,an unjust assessment system,injustice caused by the consultation system,Unwritten compulsory relocation system,The causes of these problems are multifaceted,but mainly with the breadth and depth of public participation is not ideal and information disclosure procedures is not perfect,on this basis,this paper established the public interest confirmation system,the argumentation of the scope of expropriation system,assessment of the standard system and suggested to broaden the system of public participation and improve the system of information disclosure.The housing levy system has universal system,It also has the local characteristic system developed according to the local political,economic and other factors.The research results and conclusions of this paper are mainly aimed at the housing expropriation work in Suzhou's Gusu District,As the actual situation in other areas is different,it is expected to provide reference for the optimization of the housing collection system in other areas.
